Introduction
This report transmits the City's Fifth Year proposal for the use of Community
Development Block Grant funds and recommends that the City Council approve
submittal of the appl ication to the clearinghouses and the U.S. Department of
Housing and Urban Development (HUD).
Backg round
On January 9, 1979 the City Council conducted a Public Hearing on Need to deter-
mine citizens' views on the use of Community Development Block Grant funds. Since
then, Council has received supplemental written reque5ts and proposals. In an
effort to comply with clearinghouse requirements and submission requirement of
HUD, it is necessary for the City Council to take action on a final application
for the City's formula entitlement of $1.462 million.
Also required this year is the element of performance evaluation to be Included
in the Cityls public hearing on January 23. Citizens are to be given the oppor-
tunity to review projects and programs already completed or in progress.
Discuss ion
The Fifth Year CDBG application includes a more comprehensive Three-Year Plan
of community development activities as required by HUD. Emphasis this year is
on housIng, and in an effort to provide additional housing for low/moderate-
income persons, staff is recommending a large proportion of the '79-83 funds for

site and/or property acquisition, and for the development of a program allowing
for the purchase by low/moderate-income persons of non-equity (or fixed-equity)
condominiums.
Projects and programs benefitting low/moderate-income persons and aimed at the
prevention or elimination of deteriorization and blight are major criteria for
approval by HUD. Also emphasized this year is the delineation of Neighborhood
Strategy Areas (NSA's) which are target areas where CDBG funds should be con-
centrated in order to achieve an overall program of community development. City
staff has proposed two such NSA areas. Neighborhood Strategy Area I includes
the portions of the Housing Rehabilitation target area including Ocean Park.
Neighborhood Strategy Area I I includes the larger downtown area bounded by
Wilshire Boulevard, Ocean Avenue, Pico Boulevard and Lincoln Boulevard. This
year's recommended activities would serve to augment the continuing CDBG activi-
ties in these sections of the City.
Also recommended for inclusion this year is an amount for a Multiservice Center
for social services. The Center has received support by community groups and
individuals for the past two years during the public hearings on community
development needs. The proposed public works and street improvement projects
are recommended by City staff and neighborhood groups who actively participated
in project planning. The proposal of crime prevention through residential
security measures was recommended by a community group within Neighborhood Stra-
tegy Area t.
In keeping with the City's continuing efforts to improve and upgrade the downtown
area, staff is recommending modification of public parking structures to increase

security. Provision of direct passageways from the parking facilities to the
Mall will be suggested for subsequent years. Renovation of restrooms in the
Main Library and additional wheelchair ramps are part of the City's effort to
provide greater accessibility and mobility to the handicapped. For the Senior
Recreation Center to adequately provide recreation facilities for senior citizens,
it is proposed that the existing Center be expanded.
This year1s proposed COSG budget also includes $150,000 for payment of the Ocean
Park Redevelopment Project debt. Staff has been able to negotiate this amount
down from the original $300,000 requested by HUD. The amount of $120,000 is
proposed for Planning and Administration. and $32.000 is for a Contingency Fund.
Projects not included in the proposed 179-80 CDSG budget will be scheduled for
second and third year funding, providing they are eligible and consistent with
community strategy.
Alternatives
1. The Council may elect to withhold an application for Community Development
Block Grant funds. Although the formu1a entitlement of $1,462,000 is Ilset
asidell specifically for the City of Santa Monica, the funds do not flow
automatically. A formal application is necessary for receipt of funds. If
the City fails to submit an application, the allocation would then be placed
in a discretionary fund for use by other cities.
2. City Council may elect to approve the staff recommendation of activities
for the Fifth Year Community Development Block Grant as follows:

3. City Council may elect to reduce or increase any of the projects proposed
by staff, with the exception of the payment of the Ocean Park debt and
Planning and Administration. The Council may establish revised budgets for
those activities proposed, or substitute other eligible projects.
Recommendation
City staff recommends the City Council approve the projects contained in Alterna-
tive 2, and that the final application be forwarded to the U.S. Department of
Housing and Urban Development, subject to comment from the state and regional
clearinghouses. It is further recommended that Council adopt the attached reso-
lution approving submission to HUD.

COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
Notice is hereby given that the City Council of the City of Santa Monica will
hold a public hearing on the ~iFtk YeaF Community Development Block Grant
application for submission to the U.S. Department of Housing and Urban
Development. The date of the public hearing is Tuesday, January 23, 1979
at 7:30 p.m., in the Council Chamber at City Hall. It is for the purpose
of allowing citizens to (1) review the proposed final application prior to
submission, and (2) comment on program progress.
Information provided at the public hearing will assist the City Council in
final izing projects included in the application for the expenditure of
Community Development funds. All persons interested in this matter are
invited to appear.
