SUBJECT: Recommendation to Adopt the Proposed Community Development Plan
(FY2003-06) and the Cultural/Arts Organizational Support Grant Program
Plan (FY 2003-06), and to Submit the FY 2003-04 One-Year Action Plan
Allocating Federal CDBG and HOME Funds to the U.S. Department of
Housing and Urban Development in Conjunction with the City’s FY 2003-
04 Proposed Budget
INTRODUCTION
This report recommends that the City Council: 1) adopt the Proposed Community
Development (CD) Plan (FY 2003-06) and the Proposed Cultural/Arts Organizational
Support Grant Program (OSG) Plan (FY 2003-06); 2) authorize the City Manager to
negotiate and execute contracts with organizations approved for funding through these
plans; and 3) authorize the City Manager to negotiate and execute lease agreements
with organizations using City facilities to provide social services as part of the CD Plan;
and 4) convene a public hearing and authorize City staff to submit all documents
required to receive the City’s annual Community Development Block Grant (CDBG) and
Home Investment Partnership Act (HOME) entitlement grant funds to the U.S.
Department of Housing and Urban Development (HUD).
BACKGROUND
On May 20, 2003, drafts of the CD Plan and OSG Plan were transmitted to City Council
and made available to the public for community review. In addition, staff sent letters to
grant applicants notifying them of the proposed funding recommendations.
Funding recommendations established in the CD Plan were guided by City Council-
approved grant criteria and by information collected through the Community Voices
Human Services Planning Project conducted in FY 2002-03. Funding
recommendations established in the OSG Plan were guided by City Council-approved
grant criteria.
Over the past month, staff presented the draft CD Plan to the Commission for the
Senior Community, Commission on the Status of Women, Disabilities Commission, and
Social Services Commission, and presented the draft OSG Plan to the Arts
Commission.
The FY 2003-04 One-Year Action Plan was made available for community review on
May 15, 2003. This document proposes allocation of Federal CDBG and HOME Funds
and is submitted annually to U.S. Department of Housing and Urban Development
(HUD). It delineates the City’s specific projects and activities for one-year use of CDBG
and HOME funds in order to meet the City’s overall housing and community
development needs as specified in the Consolidated Plan (FY 2000-05) adopted by the
City Council and submitted to HUD in June 2000.
On May 21, 2003, the City released a Request for Proposals to nonprofit childcare
providers for the leasing of the City’s Clover Park fire station property, located at 2801

25 Street. On June 4, 2003, Hill n’ Dale submitted a proposal to continue leasing the
property to provide infant/toddler childcare/early childhood education. The proposal
successfully addressed the City’s selection criteria. No other proposals were received.
DISCUSSION
The Proposed CD Plan (Attachment I) identifies each organization and program
proposed for funding and details the proposed program activities and outcomes, funding
sources, and special funding conditions. The total recommended FY 2003-04 funding
level is $7,560,775, which is $298,605 (or 5.5%) less than the FY 2002-03 budget.
Only one public comment was received – a letter from the Legal Aid Foundation of Los
Angeles – ensuring the City that they are committed to maintaining services in Santa
Monica and expressing their hope that the City will restore full funding supporting the
organization’s general legal services and domestic violence clinic services in the future
(Attachment III).
The Proposed OSG Plan (Attachment II) identifies each organization and program
proposed for funding. The total recommended FY 2003-04 funding level is $173,945, a
$31,555 (or 15%) decrease from FY 2002-03 funding which included one-time funding
for the Santa Monica Historical Society Museum. (Excluding the one-time funding for
the Museum, the proposed FY2003-04 funding level is a $9,155 or 5% decrease from
FY2002-03.) No public comments on the OSG Plan were received.
A contract will be executed with each organization approved for funding and City staff
will work closely with grantees to promote quality services, monitor contract compliance,
and provide technical assistance to agency staff on program, administrative and fiscal
matters.
The proposed One-Year Action Plan (Attachment IV) individually lists the projects to
which the $2,085,903 in CDBG Entitlement Allocation and projected program income
and the $869,216 in Home Entitlement Allocation and projected program income will be
allocated.
BUDGET/FINANCIAL IMPACT
All funding recommendations established in the Proposed CD Plan and Proposed OSG
Plan are reflected in the City’s FY 2003-04 Proposed Budget.
RECOMMENDATION
Staff recommends Council 1) adopt the Proposed Community Development (CD) Plan
(FY 2003-06) and the Proposed Cultural/Arts Organizational Support Grant Program
(OSG) Plan (FY 2003-06); 2) authorize the City Manager to negotiate and execute
contracts with organizations approved for funding through these plans; 3) authorize the
City Manager to negotiate and execute lease agreements with organizations using City
facilities to provide social services as part of the CD Plan; and 4) convene a public
hearing for public comment and adopt the FY 2003-04 One-Year Action Plan as
required by the U.S. Department of Housing and Urban Development (HUD).
