SUBJECT: ORDINANCE SETTING TAX RATE FOR FISCAL YEAR 1985-86 FOR
THE DOWNTOWN PARKING AND BUSINESS IMPROVEMENT DISTRICT
INTRODUCTION
Annually, before September 1, the C~ty Councll must set the tax
rate for the Downtown Parklng and Bus1ness Improvement Dlstrict.
TIus report recommends that the FY1984-85 tax rate be contlnued
for FY 1985-86.
BACKGROUND
The City of Santa Monlca leases six (6) parking structures from
the City's Parking Authorl.ty.
The maJor sources of revenue to
flnance the rental costs of the structures and the associated
costs of various Clty support serVl.ces such as Police and General
SerVlces operations are:
(a) the annual ad valorem property tax
assessments (at $0.5625 per $100.00 of market value) and (b) the
five (5) t2mes the annual Business Llcense Tax assessments (based
on pre-FY1984!85 tax rates) on businesses located In the
mstrlct.

was created In 1965.

BUDGETARY/FINANCIAL IMPACT
Councll adoptlon of the proposed FY 1985-86 tax rate, ln
conJunction with the
revenue
generated by the assoc~ated
assessment, lS estlmated to generate a total of $850,300 Downtown
~rking and Business Improvement D~strict revenues as reflected
m the Clty'S adopted FY 1985-86 revenue budget. Staff belLeves
these
revenues
are
sufficient
to meet
current
financial
dbllgatlons for the parking structures.
RECOMMENDATION
It lS recommended that the attached ordlnance, WhlCh maintalns
fbr FY 1985-86 the tax rate for the Downtown Parking and BUSlness
Improvement District at $0.5625 per $100.00 of market value as
assessed by the Los Angeles County Assessor, be adopted.

fu~ ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA FIXING THE TAX RATE AND LEVYING TAX FOR FISCAL
YEAR BEGINNING JULY 1, 1985 FOR THE DOWNTOWN PARKING
AND BUSINESS IMPROVEMENT DISTRICT
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES ORDAIN AS
FOLLOWS:
SECTION 1. For the purpose of ra~sing the sums of money
necessary to be ralsed by an ad valorem tax upon all of the land
and lmprovements (but excludlng personal propertyl In the Down-
town Parklng and BUSlness Improvement Dlstrlct in addltlon to the
taxes levied ln Taxatlon D~strict Number 1, a tax is levlec at
the rate of $0.5625 upon each $100.00 of market value of the
property as assessed by the County Assessor and equallzed by the
Board of Supervlsors of the County of Los Angeles. Sald Down-
town Parklng and Bus~ness Improvement Dlstrlct has an assessed
valuatlon of $123,331,031 exclusive of Public Utll1ty values and
1S descr1bed as follows:
"Bounded on the northeasterly slde of the center 11ne
of 4th Court, the southeasterly slde by the center
line of Broadway, the southwesterly s~de by the
center l~ne of 1st Court, and the northwesterly side
by the center of W~lshlre Boulevard, all ~n the Clty
of Santa Mon~ca."

SECTION 2. If any section, subsect10n, sentence, clause or
phrase of th1S ord1nance ~s for any reason held to be 1nval1d or
unconstltut1onal by a declson of any court of competent Jur1sd1ction,
such declsion shall not affect the valldity of the rema1ning portlons
of the ordlnance. The Clty Council hereby declares that it would
have passed th1s ordlnance and each sect1on, subsection, clause or
phrase hereof, irrespective of the fact that anyone or more sect1ons,
subsections, clauses or phrases be declared 1nvalld or unconst1tu-
tional.
SECTION 3. The Mayor shall sign and the Clty Clerk shall
attest to the passage of this ord1nance. The Clty Clerk shall cause
same to be publlshed once In the off1clal newspaper w~thin f~fteen
(15) days after lts adoption. ThlS ordinance shall take effect
immed1ately upon adoption pursuant to Sect10n 619 of the Charter of
the City of Santa Mon1ca.
