Background The City of Santa Monica leases the parking structures from the Parking and Business Improvement District. The expenses incurred include lease payment, ma1ntenance of structures (6), security, meter collection, enforcement and re pa i rs . The major sources of revenue received to meet these expenses are generated by property taxes, on street parking meters, parking structure lease and permits, and flve (5) tlmes buslness llcense for businesses loc2.ted in the dlstrict. In 1977-78 expendltures exceeded revenues by $8,886.00 (1.1%). In 1978-79 expenditures exceeded revenues by $2,627.00 (see attached). The Tax Rate for 1977-78 and 1978-79 was $2.10 per $100 assessed evaluation. Evaluation Budgeted revenues for 1979-80 amount to $899,400 including estimated pro- perty taxes based on the previous year levy. Budgeted expenditures for 1979-80 amount to $877,860. Estimated revenues exceed estimated expenditures by $21,540. The assessed valuation for 1979-80 exceeds the previous year by slightly less than a ffillllon dollars. Retain tax rate of 52.10 per $100 assessed valuatlon WhlCh would generate $250~336. 2. Set tax rate at $1.95 per S100 assessed valuation which would generate $232~455. Recommendation As revenues from all sources would be sufficient to meet estimated expen- ditures, it is recommended that the tax rate for the Business and Improvement Oistrlct be set at $1.95 per $100 assessed valuation. THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY ORDAIN AS FOLLOvlS: SECTION 1. For the purpose of raising the sums of money neces- sary to be raised by an ad valorem tax upon all of the land and improvements (but excludlng personal property) in the Parking and Business Improvement Area in addition to the taxes levied in Taxation District Number Is a tax is levied at the rate of $2.10 upon each $100.00 of assessed value of the property as assessed by the County Assessor and equalized by the Board of Supervisors of the County of Los Angeles. Said Parking and Business Improve- ment Area has an assessed valuation of 11~920~775 and is described as follows: "BOUllded on the northeasterly slde by the center line of 4th Court, the southeasterly slde by the center line of Broadway~ the southwesterly side by the center line of 1st Court, and the northwesterly side by the center of l~i1shire Boulevard, all in the City of Santa Monica. II SECTION 2. If any section~ subsection, sentence, clause or phrase of this ordinance is for any reason held to be invalid or unconstitu- tional by a decision of any court of competent jurisdlctlon, such decision shall not affect the validity of the remaining protions of the ordinance. The City Councll hereby declares that it would have passed this ordinance and each sec- tion, subsection, clause or phrase hereofs irrespective of the fact that any one or more sectionss subsectlons, clauses or phrases be declared invalid or unconstitutional. SECTION 3. The Mayor sha11 sign and the Clty C1erk sha11 attest to the passage of this ordinance. The City Clerk shall cause same to be pub- lished once in the offlcial newspaper within fifteen (15) days after its e e adoption. This ordlnance shall take effect immediately upon adoptlon pursuant to Section 619 of the Charter of the City of Santa Monica.
