SUBJECT: Ordinance Setting Tax Rate for Fiscal Year 1981-82 for
the Parking and Business Improvement Area

Annually before September 1, the City Council must set the tax
rate for the Parking and Business Improvement District.

The City of Santa Monica leases six parKlng structures from the
Parking and Business Improvement District.
The major sources of
revenue are generated by ad valorem property assessments and
five (5) times business license for businesses located in the
district to offset all rental costs of the structures. For FY
1977-78 through FY 1980-81, the tax rate has remained at $2.10 per
$100.00 assessed valuation.
Recommendation
Staff recommends that the tax rate remain unchanged and City
Council introduce and adopt the attached ordinance setting the tax
rate for the Parking and Buslness Improvement District (per Santa
Monica Charter Section 619C) for FY 1981-82 at $2.10 per $100.00
of assessed valuation.

THE CITY COUNCIL OF THE CITY OF SA~TA MONICA DOES
ORDAI~ AS FOLLOWS:
SECTION 1.
For the purpose of raising the s~~s of
money necessary to be ra1sed by an ad valorem tax upon all of
the land and lmprovements
(but excluding ?ersonal property)
1~ the Par<ing and BUSlness I~proveMent Area 1U addltion to
the taxes 1ev1ed l~ Taxatlon Dlstr1ct ~unber I, a tax lS
leV1ed at the rate of $2.10 upon each 5100.00 of assessed
value of the property as assessed by the County Assessor and
equallzed by the Board of S~pervlsors of t~e County of Los
Angel es.
Sald Parking and Business Improvement Area has an
assessed
valuation of $73,917,678 and 15 described as
fa llows :
"Bounded on the northeasterly s~de by the center
11ne of 4th court, the southeasterly s~de by the
center l~ne of Broadway, the southwesterly slde by
the center 11ne of 1st Court, and the northwesterly
slde by the center of Wl1shire Boulevard, all ln
the Clty of Santa Monica."
SECTION 2.
If any section, subsect1on, sentence,
clause or phrase of th~s ordinance 1S for any reason held to
be 1nvalid or unconstitut~onal by a deC1S10n of any court of
