SUBJECT: Ordlnance Settlng Tax Rate for Fiscal Year 1982-83
for the Park1.ng and Bus1.ness Improvement Area
Introductlon
Annually, before September 1, the C1.ty Council must set the tax
rate for the Parking and BUSlness Improvement District.

The City of Santa Mon1.ca leases six parking structures from the
Park1.ng and Business Improvement D1.strict. The maJor sources of
revenue to offset all rental costs of the structures are ad
valorem property assessments and five (5) times business license
for businesses located in the distr1.ct.
This formula was
established at the tlIDe the distr1.ct was created in 1965, and was
projected to be sufficient to meet future costs.
For FY 1977-78 through FY 1981-82, the tax rate remained at $2.10
per $100.00 of assessed valuation.
(Equivalent $0.525 per
$100.00 of market value as assessed by the County assessor at the
current tl.me.)
In light of the efforts underway to upgrade maintenance and
security of the structures as well as the fact that the program
presently operates at a def1.cit. staff recommends increas1.ng the
rate ~n 1982-83 to the maximum allowed under the ord1.nance wh~ch
established the district {$2.25 per $100 of assessed valuation}.

revenue for the 1982-83 f~scal year from th~s source is estimated
at $615,000.
Recommendation
As lndicated 1n the adopted 1982-83 operating budget, staff
recommends that the accompanying ordinance be adopted raising the
tax rate from $0.525 per $100.00 of market value (equivalent
$2.10 per $100.00 of assessed valuation) to $0.5625 per $100.00
of market value (equivalent $2.25 per $100.00 of market value)
for FY 1982-83 to offset addltional costs.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
FIXING THE TAX RATE AND LEVYING TAX FOR FISCAL YEAR BEGINNING
JULY 1, 1982, FOR THE PARKING AND BUSINESS IMPROVEMENT AREA
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY
ORDAIN AS FOLLOWS:
SECTION 1. For the purpose of raising the sums of money
necessary to be ralsed by an ad valorem tax upon all of the
land and improvements (but excluding personal property) in the
Parking and BUSlness Improvement Area in add1t1on to the taxes
levied ln Taxatlon Distr~ct Number 1, a tax is levied at the
rate of $0.5625 upon each $100.00 of market value of the property
as assessed by the County Assessor and equallzed by the Board of
Supervlsors of the County of Los Angeles. Sa1d Parking and
Business Improvement Area has an assessed valuation of $87,085,335
exclUSlve of Public Utillty values and is descrlbed as follows:
"Bounded on the northeasterly slde of the center
Ilne of 4th Court, the southeasterly 51de by the
center Ilne of Broadway, the southwesterly slde by
the center Ilne of 1st Court, and the northwesterly
slde by the center of Wllshlre Boulevard, all in the
City of Santa Nan1.ca."
SECTION 2. If any section, subsectlon, sentence, clause or
phrase of this ordlnance is for any reason held to be lnvalid or
unconstltutional by a decislon of any court of competent
Jurisdiction, such decislon shall not affect the valldlty of the
remaining portlons of the ordlnance. The C1.ty Council hereby
declares that it would have passed thlS ordinance and each
sectionJ subsection, clause or phrase hereof, lrrespective of
the fact that anyone or more sectlons, subsectlons, clauses or
phrases be declared invalid or unconstLtutional.

SECTION 3. The Mayor sha~l slgn and the Clty Clerk shall
attest to the passage of this ordinance. The Clty Clerk shall
cause same to be publlshed once in the offlcial newspaper
withln fifteen (IS) days after lts adoptlon. ThlS ordlnance
shall take effect lmmedlately upon adoption pursuant to
Section 619 of the Charter of the Clty of Santa Monlca.
