SUBJECT: Resolution Increasing Income Limit for Senior
Citizens Utility Tax Rebate Program Eligibility.
Introduction
This report transmits a Resolution for adoptionwhlchwould increase the
income limit for Senior Citizens Utility Tax Rebate Program Eligibility
from $7,500 per household to $10,500 per single person household and
$12,032 for households of two or more persons.
Background
In November of 1976, the City Council adopted Ordinance 1047 (CCS) providlng
for a Senior Citizens Utility Tax Rebate Program and establishing $7,500 as
the gross lncome level per household for eligibility under the program. On
Aprll 22, 1980 (Item 6X), the City Council adopted Ordlnance 1155 (eCS) which
allows future income limits to be established by City Council Resolution. At
its meeting of April 8, 1980, the Council expressed a preference for a two-tier
income level for eligibility as follows:
a. $10,500 annual gross household income for single
person households.
b. $12,032 annual gross household income for households
of two or more persons.
The attached resolution, if adopted, would establish the above levels.
Recommendation
It is recommended the City Council adopt t~e attac~ed resolution establishing

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA SETTING
INCOME LIMITS FO~ SENIOR CITIZENS
UTILITY TAX REBATE PROGRAM ELIGIBILITY.
WHEREAS, the purpose of Article vi, Chapter 6A, Section 6633 of
the Santa Monica Munlcipal Code is to provide a Utility Tax Rebate to
citlzens of Santa Monica who are sixty-two years of age or older, or
who are dlsabled,
WHEREAS, one of the means to achieve this purpose includes ensuring
that the maximum gross household income limit for rebate eligibility be
a reasonable amount ;n terms of the present economy.
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. The maximum dollar amount of gross household income for
single person households for purposes of Senior Citizen Utility Tax Rebate
Program Eligibility shall be Ten Thousand Five Hundred Dollars ($10,500).
SECTION 2. The maxiffium dollar amount of gross household income for
households of two or more persons for purposes of Senior Citizen Utility Tax
Rebate Program Ellgibility shall be Twelve Thousand Thirty-Two Dollars ($12~032).
SECTION 3. The City Clerk shall certify to the adoption of this resolution,
and thenceforth and thereafter the same shall be in full force and effect.

This report provides Council with the various methods used by staff to
notify senlor citizens about the Utility Tax Rebate Program.
BACKGROUND
\
Various mediums, such as radio, newspapers and the City's Seascape, are
utilized as well as notices posted on bulletin boards at various Recreation
Centers, libra~ies, and Senior Citizens' Centers to notify senior citizens
about the Utility Tax Rebate Program. Application forms for utility tax
rebate will be avai1able at th~ above locations. These forms will also be
available at the various utllity companies I offices.
Tne utility compani~5 mail their bills on a regional basis and it would be
an imposslble task to separate Santa Monica City from the system and insert
Utility Tax Rebate notices in the billings. The Water Department bills on
a bi-monthly billing cycle ~o the rebate flyers would be too late for this
years program. The Water Department contends that three-fourths of their
bil1inqs are to absentee owners, which means that rebate notlces with the
water bills would be lneffective. Some flyers may be distributed through
a list of citizens' partlcipation groups whose names were provided in
conjunction ~'lith the COSG program.
Since May of 1976, the Firance Department has administered the Sen~or
Cltizen Urility Tax Rebate Program. The refunds average $15.00 per

household and checks are currently issued immediately_ In 1979 1,.306 refund
checks were issued totaling $17,.832.92~ In 1978 1,.000 refund checks were
issued totaling $15,.482 and in 1977 1,.100 refund checks were issued
totaling $15,003. If applicants do not have bills or receipts they are
given $9.00 or $12.00, depending on the numb~r of persons in the household.
If an individual cannot come to City Hall, the City sends a person to their
home to insure they receive the rebate. In additi0~ to this refund, the
City provides information, application forms and counseling on other State
and Federal refund progra~s for the elderly. In addition, through our
outreach program, over fifty shut-ins were identified and have been
r~ferred to the various social agencies within th~ City.
The City nas used senior citizens to process and assist the applicants.
The cost of administ~ation for the three previous years have averaged
$3~OOO. This year we have just hired four senior citizens as Accounting
Clerk Is at salary of $5.29 per hour. They will work from 9:00 a.m~ to
4:00 p.m. daily at City Hall and various senior citizens' apartment
complexes as needed.
