SUBJECT: Resolution Increasing Income Eligibility Limits for
Senior Citizens' Utility Users' Tax Exemption Program
Introduction
This is to recommend that the City Council adopt the attached
resolution which would increase income eligibility limits for the
Senior Citizens' utility Users Tax Exemption program due to
changes in the Consumer Price Index (CPI). The new income
eligibility limits would be $13,585 for single person households
and $15,567 for two or more person households.
Background
In May of 1980, the city Council adopted Resolution 5587 (CCS)
which increased the income eligibility limits for Senior
Citizens' utility Users' Tax Rebate Program eligibility to
$10,500 for single person households and $12,032 for two or more
person households.
In November of 1983, the prior tax rebate program which provided
a refund of paid taxes was replaced with a direct exemption
program which allowed utilities to exempt eligible service users
from paying the utility users' tax. The income limitations,
however, remained at the 1980 levels.
since 1980, the local Los Angeles - Anaheim - Riverside CPI for
Wage Earners and Clerical Workers (CPI-W) has increased from
250.2 in 1980 to 323.7 in 1986, an increase of 29.38%. By

adjusting the 1980 income eligibility levels for the increase in
the CPI-W, the new income eligibility levels would be:
a. $13,585 annual gross household income for single
person households.
b. $15,567 annual gross household income for two or
more person households.
Following adoption of these new income eligibility levels,
Finance Department staff will inform the senior citizen community
not only about the new limits, but how to apply for the exemption
through newspaper and cable television notices, Seascape, and
notices to the various senior organizations in the city. This
notification process will be conducted in conjunction with a
re-verification of continuing eligibility for currently exempt
households. This will be the first re-verification process
conducted since the exemption program began in 1983.
Re-verification should be done periodically because eligible
seniors may no longer reside at the exempt household or household
income may have increased above eligibility limits. Extreme care
will be taken to contact, in person if necessary, all currently
exempt households and to carefully evaluate all relevant facts
before any exemption may be terminated.
BUdget/Financial Impact
Increasing household income eligibility levels and the exemption
re-verification process are not expected to significantly change
utility Users' Tax receipts budgeted for FY 1987/88.

Recommendations
It is recommended that the City Council adopt the attached
resolution establishing the amount of $l3,585 gross household
income for single person households and the amount of $15,567
gross household income for two or more person households and
establishing that in subsequent years, these income levels will
be adjusted annually for increases in the local Los Angeles -
Anaheim - Riverside Consumer Price Index for Wage Earners and
clerical workers for purposes of eligibility under the Senior
citizens Utility Users' Tax Exemption program.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA SETTING INCOME LIMITS FOR SENIOR
CITIZENS UTILITY TAX EXEMPTION PROGRAM ELIGIBILITY
WHEREAS, the purpose of Article VI, Chapter 6A, Section
6633 of the Santa Monica Municipal Code is to provide a Utility
Tax Exemption to citizens of Santa Monica who are sixty-two years
of age or older, or who are disabled,
WHEREAS, one of the means to achieve this purpose
includes ensuring that the maximum gross household income limit
for exemption eligibility be a reasonable amount in terms of the
present economy.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. The maximum dollar amount of gross household
income for single person households for purposes of Senior
citizen utility Tax Exemption Program eligibility shall be
Thirteen Thousand Five Hundred Eighty-Five Dollars ($13,585).
SECTION 2. The maximum dollar amount of gross household
income for households of two or more persons for purposes of

Senior Citizen utility Tax Exemption Program eligibility shall be
Fifteen Thousand Five Hundred sixty-seven Dollars ($15,567).
SECTION 3. On July 1, 1988 and in subsequent years on
the same date thereafter, the maximum dollar amounts of gross
household income for single and two or more person households for
purposes of Senior citizen Utility Tax Exemption eligibility as
set forth in Section I shall be adjusted by the Los Angeles -
Riverside - Anaheim Consumer Price Index for Wage Earners and
Clerical Workers (CPI-W) for the previous t!alendar year_.
SECTION 4.
The City Clerk shall certify to the
adoption of this resolution, and thenceforth and thereafter the
same shall be in full force and effect.
