SUBJECT: Amendment of Sectlon 7151 of the Municipal Code Relating to
Permit Fees for Storage of Cranes on Public Property
Introductlon
Th1S report requests that the City Council direct the City Attorney to prepare
an ordinance amending Sectlon 7151 (C) 2 of the Santa Monica Municipal Code to
set permit fees for the use of cranes on public property by resolution.
Background
Present permit fees under Sectlon 7151 (C) 2 for the use, storage, or
maintenance of one or more cranes upon any publlC property are set at $25
a day per crane. The permit fees have been in effect for about 10 years
and have not been lncreased 1n that time. This type of permit places the
most demand on staff t1me and resources. More than 5 different divisions
are involved in processing the permit. Moreover, the street inspectors
must frequently check the site to insure the crane operator is following
all required safety procedures. In addition, this type of permit reqUlres
much staff time in answering inquiries from the publlC regarding the permlt,
and the varlOUS issues it raises, such as traffic disruption.
A $100 per day permit fep w1ll allow the City to recover much of the costs
involved in the lssuance and inspectlon of the permlt.
Recommendation
It is recommended that the City Council direct the City Attorney to prepare an
ordinance amendlng Section 7151 (C) 2 of the ~1unicipal Code to allow permit fees
for the use of cranes on public property to be set by
resolution.
