CHARGES FOR "BAGGINGII PARKING METERS AND DELIVERING BARRICADES
Introduction
This report presents a proposal to increase the dally charge for the "bagging"
of parking meters and to establish a minimum charge for "baggingll the parklng
meters and delivering barricades.
Background
The City currently charges a fee of one dollar per meter per day to place C'bag")
a red no-parking-anytime bag over a meter. This fee 1S to compensate for lost
revenues. The City charges no fee for Staff's t1me to go out to "bag" or remove
tf'Je bags from the meters. The existing procedure for lIbagging" meters is as
follows:
1) The requestor receives the approval from the Parking and Trafflc Engi-
neer. A receipt is written for the approved "baggingll request.
2) The fee of $1.00 per meter per day is collected by the Treasurer's
office.
3) The Parking Meter Shop makes two separate trips; to "bag" and then to
remove the bags from the meters.
The shortage of parking makes meters more in demand, so we are losing money and
public parking to facilitate prlvate interests. In addition, the current fee
does not cover the administrative costs of the Treasurer and the Parking and
Traffic Division.

Staff lS proposing that the current fee of one dollar per meter per day be raised
to two dollars and that a flat rate charge of $25.00 for the "bagglng" of i1let2rs
be 1mplenented.
The existing policy for street closures or other special events request1ng bar-
ricades 1S to charge a $100 deposit. City Staff then delivers and picks up the
barricades to and from the requestor. There is no charge for this service and it
is the requestor's responslbility to place the barricades in the proper location.
The $100 deposit is returned in full after all the barricades are picked up.

returns the barricades to the City Yard.
Recolilllendation
It is recom~ended City Council adopt the attached resolution to increase the
charge for parking meter bags and implement a $25.00 flat rate charge for the
del1Very and pick-up of barricades and for the lIbagging" of park1ng meters.

DOES RESOLVE AS FOLLOWS:

parklng meter bags.
SECTION 2. That the City Council authorlze a charge of
25 dollars for the placement and removal of parking meter bags.
SECTION 3. That the City Council authorize a charge of
25 dollars for the dellvery and pick-up of barricades.
SECTION 4. That any person or group wishlng exemptlon from
any of the charges included In thlS Resolutlon may make application
through the Trafflc Englneer for such exemptlons to be approved by
the City Council.
