Introduct~on
Th1s report rev~ews the bas~s for the current fees and charges POllCY for use
of parks, presents those fees and the~r lmplementation schedule, and dlscu5ses
the effect of th~s po11cy. This ltern was presented to Counc~l by the Santa
Mon~ca Rugby Club at the October 23, 1979 meetlng, ~tern no. 12-C on the agenda.
Background
Dur1ng 1978 budget study sess~ons wlth Counc~l and wlth the C~ty Manager's
off~ce, dlrection was g~ven to develop a plan ~n wh~ch costs lncurred for
serv~ces provlded (~.e., bu~ld~ng use, ball field llghts, recreatlon programs)
would be recovered as nearly as posslble through the use of fees and charges
placed upon the users lnvolv~d.
The basls for thlS has previously been establlshed by the preamble to the fees
and charges resolution WhlCh reads ln part:
"...evaluatlon should be based upon sOClal cTlterla and not
economic cr~terla and....members of the publ~c are ent~tled
to have those mak~ng use of a Ilm~ted publ~c facillty pay
the~r just share of the cost of operating, ma1nta1n1ng, and
cons~ruct~ng such fac111t~es...."
W~th the above d~rect1on, staff rev1ewed the then eXlst~ng pol~cy ~n wh~ch fees
were waived for res~dentlal youth and adult groups for the use of build1ngs and

for youth ~n the use of athletlc flelds, and the pol~cy of free sw~mrnlng
lessons for resldent youth as well as the free recreatlonal sWlmm~ng for
youth durlng June, July, and August.
Operat~ng costs were analyzed and 1t was determ1ned that the costs to operate
and ma~nta~n the bUlldlngs ~s .0185 cents per square foot. Th~s flgure
1ncludes all department and Clty overhead factors and was then appl1ed to
the square footage of each bUlld~ng to deterffilne the rental rate.
At ltS August 22, 1978 meetlng, the Clty Counc~l held a publlC hearlng and
revlewed staff recomrnendatlons concernlng fees and charges for recreatlon
programs and facll~tles. At 1ts November 14, 1978 meet~ng, the Counc~l
adopted Resolut~on Woo 5120 approvlng the ~ncreased fees and charges w~th the
exceptlon that youth groups would pay only for electrlcal charges. Counc~l
also authorlzed phaslng-ln the lncreases over the next four (4) years,
effect~ve January I, 1979. The then current fee would be charged to all
adult and youth groups for bU1ld1ng use. Each succeed~ng January the fee
would be lncreased by 1/4 of the dlfference between the current fee and the
maXlmum proposed fee untll the max~murn proposed fee 1S reached.
Staff then determ~ned from the power company the costs of provld~ng the
electr1cal power to all our llghted f~elds. To be as falr to all teams as
poss1ble, an average hourly rate for all flelds was determlned (the fleld
rates varled from $3.00 per hour to $13.80 per hour). A separate hourly
rate for the Llttle League Llelds was also deterrnlned. The average rate for
the playflelds lS $11.85 per hour. The average rate for each Llttle League
fleld ~s $5.90 per hour. Each lncludes tne C1ty overhead factor. The

adult fee for power ~s the same, but an add~t~onal charge 1S made for the

leagues and Rugby. The Clty Councl1 and the department do not co-sponsor
any organlzatlons grantlng them a reduced rate for usage of a faclllty.
