Resolution Establishing Park Parking Lot Fees
Introduction
This staff report presents a resolution to the Clty Councll establishing parking
lot fees for park parking lots.
Background
On May 9s 1978, under Item 6(R)s Council authorlzed the Clty Attorney to amend
Resolution No. 4231 (CCS) to include a fee of S10.00 per month or S100 per year
for permlts to park on a routine daily basls in City park parking lots. This
resolution lS now presented to City Council for its adoption.
Resolution No. 4231 has subsequently been amended and replaced by Resolutlon
No. 5120. Therefores this resolutlon requests Council to authorize the amendment
of Resolution 5120 (CCS) to accompl1sh the purpose of estab1ishing the month1y
parklng fees.
RecommendatlOn
Staff recommends that Council approve the attached resolution and authorize the
establishment of a fee of $10.00 per month or S100 per year to be charged for
the lssuance of permits to park on a routlne dally basis ln City park parking
lots.

Resolution Settlng Parking Structures
Rental Charge for Fiscal Year 1979-80
Introduction
This Resolution is a legal requirement and authorized by Covenant 4 of
Contract 1688(CC5) between this City and the Parking Authority).
Background
Each year the Clty is required to pay the Parking Authority $463,860 for the
lease of the parking structures. These funds are used by the Parking Authority
to pay the current year expense on the outstanding bonds issued to construct
the parking structures. The outstanding Parking Authority Bonds at present
are $5,470,000. In past years, when additional funds accumulated in the bond
service fund, the annual payment for leasing the parklng structures from the
.
Parking Authority was reduced. In 1978-79 fiscal year the payment was $396,860.
Additional funds are now avallable in the Bond Service Fund for meeting current
bond payments. This resolution will reduce the amount to be pald from the
General Purpose Funds of the City by $67,000 to $396,860 for the fiscal year
1979-80.
This action will reduce the cost to the General Purpose Funds of the City for
the expense of operating the parking structures.
Recommendation
Staff recommends that the Parking Authority approve this Resolution reducing
the annual rental charge for the parking structures. The City Council takes

WHEREAS~ the balance in the reserve fund is equal to the maximum
amount of annual debt service on new revenue bonds; and
WHEREAS, Contract No. 1688 (CCS) provides for a reduction of the
rental paid by the City to the Parklng Authority hereunder.
NOW, THEREFORE, THE PARKING AUTHORITY OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. Section 5 of Contract No. 1688 (CCS) is hereby amended
to read as follows:
IlSectlon 5. Lease of parcels with completed structures. The
Authority hereby leases to the Clty each of the several parcels
described in the recitals hereof together with the parking
structure constructed thereon. In the case of each parcel and
structure, the term of the lease shall commence on the date
the structure is substantially completed and is available for
use oy the City for parking purposes and shall terminate on
January 31, 1994.
The City agrees to pay rent on parcels A through F with
completed structures thereon in the amount of Four Hundred
Sixty-Three Thousand Eight Hundred Sixty ($463,860.00) Dollars
per year commencing July 1, 1974. Rental shall be paid semi-
annually in advance on July 1st and January 1st of each fiscal
year except during the 1973-74 and 1979-80 fiscal year for
which necessary rental has been paid and is on deposit wlthin
the Bond Service Fund. Notwithstanding the above. during the
1979-80 fiscal year. the City shall pay as and for rent on
on deposlt ln the Bond Servlce Fund."
SECTION 2. The Secretary of the Parking Authority shall cer
to the adoptlon of this resolution, and henceforth and thereafter the
shall be in full force and effect.

Authorization to Engage Consultant to Provide Preliminary
Engineering Services for Expansion of Parking Structure
Number 2
Introductlon
This report recommends that a consultant be engaged to study the feasibility
of expanding Parking Structure Number 2 horizontally northward to cover
Parking Lot Number 6.
Background
Parkin9 Structure Number 2 has been in serVlce for a number of years and has)
until recently, been more than adequate in size to serve the adjacent
commercial buildings. The structure was designed to accommodate three
additional stories, as was each of the six parking structures.
The changes in the Building Code which were adopted in 1976~ which require a
greatly increased seismic resistance capability now make it necessary to
completely relnforce from the ground upward this, or any of the other parklng
structures~ which are to be expanded upward. It thus becomes prudent to
conslder other possibilitles for provid1ng expansion to the parking structures,
and staff recommends that a consultant now be engaged to study the feasibility
of expanding Parking Structure Number Two northward to cover the City-awned
parking lot. It should be noted that a horizontal expansion, if feasible, will
provide approximately the same number of additional spaces as would the vertical
expanSlon, but at a lower unit cost (cost.per parking space), and would result

in spaces that would be more usable because they would be at lower levels.
The staff requested Conrad Associates, Van Nuys, California, the original
deslgners of this structure, to present a proposal for preliminary archi-
tectural and englneering serVlces.
Recommendation
It ;s recommended that Conrad Associates be engaged to provide architectural
and engineering services necessary to determine the feasibility of expanding
Parking Structure Number 2 laterally over the adjacent City-Owned parking 10t
for a fee not to exceed $3,500, and to appropriate $3,500 from Parking
Authority Funds.
