Approval of a Request for an Encroachment Permlt on Arizona
Avenue to Facilitate the Building to be Built at Ocean Avenue
and Second Street
Introduction
This report recommends that the City Council grant an encroachment permit to
the developers of the proposed office building to be built at Ocean Avenue
and Second Street to faCllitate a subterranean parking encroachment of three
feet into Arizona Avenue.
.~~ckground
The proposed Wilshire Palisades building (formerly called the Arizona Plaza
Project) proposes to encroach three feet into Arizona Avenue w1th a multi-
level subterranean parking structure.
The staff has studied the proposed encroachment and has determined that lt
will not interfer with any existing or proposed underground utilities.
Staff is authorized to grant minor revocable encroachment permits, but
requests Council authorization for th1S request Slnce it is non-revocable for
practical purposes.
Recommendation
That City Counc1l approve a three-foot subterranean encroachment on Arizona
Avenue from Ocean Avenue to Second Street subject to the followlng conditions:

1. That the City retains rights to hang any future utllities within
three foot encroachment area if it is deemed necessary in the future.
2. That encroachment not be above an elevation three feet below the
sldewalk grade.
3. That property owner/developer pay the cost of utility relocations, if
any, as we11 as any other costs to the City which may be caused by this
enc roachmen t.
