Resolution Amending Fees for Resurfacing and
Inspections by City Forces
Introduction
This report requests that the City Council adopt a resolution
amending the fees charged by the City for asphalt resurfacing and
pavement
removal done by City forces, and for inspections
performed by Street Inspectors.
Background
Asphalt Resurfacing and Pavement Removal Fees
Section 7112 of the Municipal Code provides for fees the City
charges for asphalt pavement repairs, sidewalk, and curb and
gutter repairs conducted by City forces for others (utility
companies and private contractors) doing construction work on
City right-of-ways and for pavement removal.
This proposal is to revise the minimum fees for asphalt
pavement repair and for pavement removal. All other fees in
this section are to remain the same.
The current minimum fee for both asphalt pavement repair and
pavement removal is $50. Staff recommends that these minimum
fees be increased to $100. This Change will make the minimum
fees for asphalt repairs and pavement removal consistent with
the current minimum charges for other street related repairs.
Staff analysis indicates that the minimum cost for any street
repair includes the following activities: planning the work,

procuring materia1s. trave1 to and from site. performing the
work. and related administrative work to effect billing. The
total minimum cost for these job components is approximately
$100.
Inspection Fees
Section 7113 of the Municipal Code provides for fees charged
by the City to issue permits and conduct inspections of
construction in City streets and other off-site construction
wo rk.

Staff proposes a new fee schedule that combines minimum
permit and inspection services fees based on the type of
project rather than the type of work being done (see schedule
below).
It is also proposed that this minimum charge cover

the first 100 square feet of work area and that $.20 per
square feet will be charged for all areas exceeding 100
square feet.
ThlS fee schedule bases the lnspection fee on the amount of
time spent for the permit and inspection process for various
categories of projects and provides an additional charge
($.20/sq.ft.) to account for the time spent on larger
projects that exceed 100 square feet.
These charges will more accurately reflect the costs to the
City for provlding these off-site inspection services. The
present fee schedule is based solely on off-site public
improvement footage to be inspected. In many instances a
larger
building may not have as much off~site public
improvements as other buildings but will require more of the
inspector1s time for various meetings with contractors. The
proposed schedule is based on the average amount of time
required for the various types of off-site inspections. The
additional footage charge will compensate the City for any
additional time spent on a project due to the larger nature
of the project. The proposed fee schedule for permits and
inspections for work not done by City forces is as follows:

shall be based on $30/hour for total inspection time.
Revenues Generated
The resurfacing fees for work done by City crews under
Section 7112 of the Code generated total fees of resurfacing
totaled $98.500 in 1981/82. With the new fee schedule. staff
estimates
that approximately $126.000 in fees will be

Code totaled approximately $22.000. With the adoption of the
proposed fee schedule as shown above. staff believes that
fees in the amount of $31.000 will be collected. The impact
of the fee increase will fall primarily on commercial
developers rather than single or multi-family builders since
the off-site improvements on commercial projects are of such
a nature that they require additional inspection time.

work and inspection fees.

RESURFACING PERMITS AND WORK ANO INSPECTION
FEES
WHEREAS,
study has indicated that the present permit,
resurfacing, and inspection fees do not represent the reasonable
costs to the City; and
WHEREAS, Sections 7112 and 7113 of the Santa Monica Municipal
Code allow future fees for resurfacing work to be set by
resolution;
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY
RESOLVE AS FOLLOWS:
