BACKGROUND since October 9, 1979, the City has had a sidewalk repair program which consists of inspection of sidewalks, driveways, curbs and gutters located on public property to identify those damaged areas which could be hazardous to the public. Upon identification of damaged areas, a citation is issued to the property owner to make the necessary repairs. The citation states that if the owner does not repair the damaged areas, the City will make the repairs and assess the property owner for the cost of the repairs. However, when the damage to the sidewalks, driveways, curb or gutter is caused by City tree roots, the pOlicy of the City Council is to assess the property owner for 50% of the cost of the repair with the City paying the remainder of the cost. Tree root damage accounts for approximately 90% of the total concrete repairs performed by the city. - 1 - I I-A ~c 1 :3 1~B8 The amount established by resolution for these repairs is based on the average actual cost to the city for staff to perform the repairs. The current average costs were last revised in 1982. These costs are: Sidewalks $4.00 per square foot Driveways 5.00 per square foot Curbs Only 10.00 per linear foot Gutters Only 7.00 per linear foot Curbs and Gutters 12.00 per linear foot Removal Only of Portland Concrete Cement Pavement 2.00 per square foot Recent analysis indicates that these rates are not sufficient to recover costs incurred by City forces. salary, equipment and material costs have increased significantly over the past six years. Analysis of data collected regarding concrete repairs completed in the months of September and October of 1988 indicates a unit charge increase of fifty percent (50%) is necessary to recover City costs incurred completing concrete repairs. (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA SETTING FEES CHARGED FOR STREET AND SIDEWALK REPAIR WHERE WORK IS DONE BY CITY FORCES WHEREAS, a study has indicated that the present fees for work performed by City forces do not compensate the city for its reasonable costs in performing this work; and WHEREAS, section 7112 of the Santa Monica Municipal Code allows fees for work performed by city forces to be set by resolution, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The fees for street and sidewalk repairs where work is done by city forces are: Sidewalks $6.00 per square foot Driveways $7.50 per square foot Curbs Only $15.00 per linear foot Gutter Only $10.50 per linear foot Curbs and Gutters $18.00 per linear foot Removal Only of Portland Concrete Cement Pavement $3.00 per square foot SECTION 2.
