Reque~t for Exemption from Film Making Fees
Introduction
ThlS report presents for Council consideration a request for exemption from
film making fees, as required by City Ordinance.
Background
The staff has been requested by a Canadian Netwook talk/variety show for
permission to film a feature entitled IIl.A. lifestyle" in Palisades Park.
The producer has indicated that although the program is a commercial program,
the budget is such that they do not have funds for paying for filming fees.
The producers have suggested that the City of Santa Monica will receive
considerable free publiclty and have requested exemption from these fees,
normally $400 per day.
Alternative A: That the staff be authorized to permit filming without the
payment of any fees, but that any out-af-pocket costs be paid for by the
producers, and that the City staff be allowed ta edit the film to ensure that
the City of Santa Monlca receives a slgnificant amount of favorable publicity.
Alternative B: That this request be denied due to the precedent-setting
nature of the situation.
Recommendation
The staff recommendation is Alternative B.

The ALAN HAMEL SHOW is a daily Canadian Network talk/variety
show taped in Vancouver. It could be considered a Canadian
mix of THE MIKE DOUGLAS SHOW and THE TONIGHT SHOW.

This season we are plannlng (I am the show's PrOducer) to
go on location three different tlmes and shoot the show
from various places.
The network people are anxious for one of those places
to be amongst palm trees and abundantly featuring the
"L.A. lifestyle". My knowledge of the area leads me
to suggest that Palisades Park in Santa Monica would
be a place where we could get the atmosphere they
desire.

At the same time, THE ALAN HAMEL SHOW is not THE TONIGHT
SHOW, and we don't have the budget for paying for rights
to tape.
It is my suggestion that it would be mutually beneficial
for us to tape some shows in Santa Monica and that the
promotional value of showcasing the City of Santa Monica
to our northern neighbors would far outweigh the usual
charges for shooting 1n ~ur city. I understand you
have a resolution that makes no exceptions, and I ask
: that the City Council consider my request to pass a
>~ resolution exempting our show (five to six days of
~ taping). It would be my pleasure to appear before
~~ you or the Council to elaborate on my proposals.

Our current taping schedule has us leavlng Vancouver to
tape on locations for one week in August, one in October,
and one in December.
lid appreciate hearing from you as soon as posslble so
that we can formulate our plans from a more definitive
point of view, location-wise.
The actual tap~ng would include guests (celebrity and
talk and comedy) and would extensively shoot to include
things like the beaches below~ the pier, the park itself
(with the runners and walkers).
