Background Currently, the City does not permit filmmaking at Woodlawn Cemetery. This policy was established by staff several years ago after a complaint was received from the then privately owned mausoleum located on the Cemetery property. Prior to establishment of the policy, the Cemetery had received requests for filming at a frequency of two or more weekly. The City now owns the Mausoleum and by imposing certain regulations, can eliminate filming problems at this location. There is a potential for much-needed revenues for the Cemetery from thlS source. Of the twelve major cemeterles in the Los Angeles area, seven allow filming and five, including Woodlawn, do not. Westwood Memorial Park is the nearest to Santa Monica, has a $500 per one-half day fee, and reports that their grounds are in great demand for filming since the City of Santa Monica has prohibited filming at Woodlawn. The current fee of $400 per day for filmmaking throughout the City of Santa Monica is a fair, med1an rate Wh1Ch will bring additional revenue to "6 the Cemetery if filmmaking lS reinstated. The staff believes that filmlng could be limited to the old part of the Cemetery where the uprlght markers are presently located without undue interference to the public. The advan- tages of this arrangement 1S that movie makers would be restricted to a remote corner thus 1nsuring that their activities would not disrupt funeral services or Cemetery visitors. The availab11ity of this isolated area is a primary conslderat1on in recommending the 11fting the f11mmaking ban. Perm1ts for filming at Woodlawn Cemetery would be issued by the General Services Department as prov1ded 1n Resolutlon 4740 (C.C.S.) and f11mmakers subJect to the provis1ons thereln. Additionally, other condit1ons specific to Woodlawn Cemetery would be required to prevent lnconvenience to the public, disruption of funeral schedullng and the work flow of the Cemetery staff. Recommendat1on It is recommended that the Council allow film1ng at Woodlawn Cemetery subject to the requ1rements of Resolution No. 4740 as amended by Resolution No. 5051(CC5). It is further recommended that the Cemetery 5uper1ntendent retain final approval rlghts to any and all conditions, film subjects, fllm props, film companies and any activity related to filmlng at the Cemetery, and that this approval be subject to appeal to the C1ty Manager. (2) There will be no filming activity involving motorcycles permitted. (Police escorts excepted). (3) No "chase scenes" of any nature shall be permitted. (4) A police officer, or more than one as determined by the Chief of Police, shall be in attendance at all times while filming crews are in Cemetery. (5) The costs of cemetery equipment or personnel required for the filming or in support of the filming shall be estimated and that amount deposited at the time the permit is issued. Additional unforeseen costs incurred wlll be payable at the termination of the filming. (6) No filming will be allowed inside the Mausoleum building. (7) Filming will be allowed only in areas of the Cemetery designated by the Cemetery Superlntendent. (8) Film company is required to police and clean area prior to their leaving the Cemetery. Grounds are to be in same or better state of cleanliness as preceded the filming. (9) Cemetery Superintendent retains prior administrative approval rights regarding all locatlons, methods, scenes, and content of any filming operation in the cemetery. (10) Any violation or non-compliance with any of the above regulations may result in withholding of future permits.
