Radio Equipment Purchase
Recommended Action
1) It is recommended that the City Council authorize the purchase of 45 radios for
the Police Department on a sole source basis from Motorola, Inc.; and
2) Appropriate funds as set forth in the BudgeUFinancial Impact section.
Executive Summary
In fiscal year 2005/2006, the Police Department received budget enhancements
including two Police Officers, five Park Rangers and three vehicles for the additional
staff. The additional staff require portable radios and the vehicles require installation of
mobile radios. Additionally, 35 radios have been identified as needing replacement due
to their age and lack of available replacement parts. The total cost for the new radios is
$180,000.
Backqround
The Police Department operates a secure radio communications system on licensed
radio frequencies. The existing system utilizes a proprietary encryption technology is

only available from Motorola, Inc. to be compatible with the existing system. Section
2.24.080 of the Santa Monica Municipal Code allows exceptions to competitive bidding
when proprietary items are purchased from a manufacturer.
Budqet/Financial Impact
Funding for the purchase of radios is available in account 01305.588040 for $80,000.
The remaining $100,000 will be financed by asset seizure funds which requires an
appropriation at account 21304.588040. Ongoing maintenance costs of $2,700 will be
charged to 01304.533120.
