SR-205-007 (6) PD:JTB:MJM\police\share\staffrpt\PDEquipDonation City Council Meeting: 11/13/01 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Donation of Three Used Police Vehicles and Other Used Police Equipment to the State of Sinaloa, Mexico Introduction This report recommends that the City Council authorize the City Manager to donate three used police vehicles and other used police equipment to the State of Sinaloa, Mexico. The vehicles and equipment will be used by the State of Sinaloa for law enforcement purposes. Sinaloa’s jurisdiction includes the area in and around Santa Monicas Sister City, Mazatlan, Mexico. Council approval is required for the donation = because City property is normally disposed of at auction. Background The State of Sinaloa, Mexico depends on donated police equipment to supplement their law enforcement activities and maintain the level of service necessary for the State. The Santa Monica Police Department rotates its oldest, high-mileage vehicles out of the fleet when they are no longer economical to maintain because of the cost and frequency of repairs. The donation of the three vehicles currently scheduled for removal from the fleet will not impact police services. All emergency equipment, radios and computers will be removed from the donated vehicles. The State of Sinaloa, Mexico, will be responsible for transportation of the vehicles to Mexico. The other used equipment proposed for donation is 2 light bars, and personal protection equipment consisting of 50 helmets, 20 batons, and 20 units of body armor. The City Council has previously approved donations of vehicle to the State of Sinaloa, Mexico. Budget/Financial Impact The Fleet Maintenance Section estimated the auction value of each vehicle to be between $1,500 and $2,500, depending on the condition of the car. The total estimated value of the three donated vehicles is between $4,500 and $7,500. These vehicles are not part of the Vehicle Management Fund. The value of the used equipment is estimated to be $300 for the light bars, $1,000 for the helmets, $200 for the batons, and $0.00 for the body armor because the body armor has exceeded it projected life. Recommendation Staff recommends that the City Council authorize the donation of three used police vehicles and used police equipment to the State of Sinaloa, Mexico. Prepared by: James T.
