SUBJECT:
Recommendation to Approve Donation of Obsolete Fire Hose and Other
Used Fire Department Equipment and Clothing to the Volunteer Fire
Department of Mazatlan, Sinaloa, Mexico on behalf of the City of Santa
Monica.
Introduction
This report requests that the City Council authorize the donation of obsolete fire hose
and other used equipment and clothing to the Volunteer Fire Department of Mazatlan,
Sinaloa, Mexico.
Background
The City of Mazatlan, Sinaloa, Mexico is a Sister City to the City of Santa Monica. The
Mazatlan Volunteer Fire Department depends on donated fire equipment to supplement
their fire suppression and life saving activities and to maintain the level of service
necessary for the City of Mazatlan and surrounding areas.
The Santa Monica Fire Department replaces fire hose on a ten-year replacement
schedule and fire equipment on an as-needed basis. The donation of retired fire hose
and the other equipment listed below will not impact Fire Department operations.

Discussion
The State of Sinaloa, Mexico, will be responsible for transportation of this equipment to
Mexico. The inventory of used equipment proposed for donation consists of 24 small fire
hose nozzles, two large nozzles, one inlet valve, 500 feet of 1” hose, 550 feet of 1.75”
hose, 500 feet of 2.5” hose and 300’ of 4” hose. The firefighting equipment consists of a
twenty-five year old “Jaws of Life” tool, two fifteen year old fans, one eighteen year old
generator, one exothermic torch, one monitor base, one cord reel, six pickhead axes,
two hammerhead picks and four size “H” oxygen bottles. Out-of-service firefighting
clothing includes nineteen jackets, five pairs of pants, two helmets, 200 uniform shirts,
five pairs of rubber boots and ten pairs of leather boots.
Council approval is required for the donation because City property is normally disposed
of at auction. The City Council has previously approved the donation of vehicles and
other equipment and clothing to the Volunteer Fire Department of Mazatlan, Sinaloa,
Mexico.

The salvage value of the listed items has been estimated as follows: nozzles -
$1,270.50; hose - $723.00; equipment - $1,290.00 and clothing - $321.25. The total
value of the donation is estimated at $3,604.75. There is no budget impact.
