SUBJECT: Donation of Three Used Solid Waste Management Vehicles and One Used
Big Blue Bus to the Sinaloa Ecoregion Foundation
Introduction
This report recommends that the City Council authorize the City Manager to donate
three used solid waste collection vehicles and one bus to the Sinaloa Ecoregion
Foundation. The solid waste trucks will be used to initiate a solid waste recycling
program in the town of Elote and the bus will be used to provide student transportation
for an environmental education program. Sinaloa’s jurisdiction includes the area in and
around Santa Monica’s Sister City, Mazatlan, Mexico. Council approval is required for
the donation because City property is normally disposed of at auction.
Background
The Sinaloa Ecoregion Foundation is a non-profit consortium of state and local
governments created to ensure that the development of Sinaloa occurs in a manner
consistent with the vision and practice of environmental, economic and social
sustainability. For the past several years, City staff has developed an ongoing and
effective working relationship with the SEF through participation in the Pacific Coast
Roundtable on Sustainability (PCRS). PCRS is an international group of local, regional

and state government agencies whose cooperative sustainability initiatives are funded
in part by grants from the United States Environmental Protection Agency. The
development of SEF’s programs is largely dependent upon donations.
Discussion
Santa Monica’s Solid Waste Division and Big Blue Bus rotate their oldest, high mileage
vehicles out of the fleet when they are no longer economical to maintain because of the
cost and frequency of repairs. The donation of the four vehicles currently scheduled for
removal from the fleet will not impact solid waste or transportation services. All City
logos and identifying markings will be removed from the vehicles.
The City Council has previously approved donations of vehicles to the State of Sinaloa,
Mexico.
Budget/Financial Impact
The Fleet Maintenance Section estimated the auction value of the three solid waste
vehicles to be approximately $2,000 each and Big Blue Bus has estimated the auction
value of the bus to be approximately $3,000. Therefore, the total estimated value of the
three donated vehicles is approximately $9,000
Recommendation
Staff recommends that the City Council authorize the donation of three used vehicles
and one used Big Blue Bus to the Sinaloa Ecoregion Foundation.
