SR-205-006 CP:AA:BZ:AS: F:\DATA\SPFILES\SP-MISC\L-C Emergency Staff Report.doc City Council Meeting: March 9, 2004 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Affirmation of Expenditures for Restoration of Lincoln Boulevard and st Colorado Avenue Following the January 1 Water Main Break Introduction This report recommends that the City Council affirm emergency expenditures for repair st of Lincoln Boulevard and Colorado Avenue following the January 1 water main break in amounts of $280,000 with Security Paving Company for pavement repairs; $41,000 with Majich Bros., Inc. for water main repairs; $35,000 Caltrop Engineering for construction management and inspection services; and $35,400 with Dynalectric, Inc. for traffic signal repairs. These charges were executed through change orders and emergency purchase orders to companies currently under contract with the City and selected through competitive bidding procedures. Background On Thursday evening, January 1, 2004, a twelve-inch water main broke unexpectedly in the intersection of Lincoln Boulevard and Colorado Avenue causing damage to the street within the intersection, and on Colorado Avenue between Lincoln Boulevard and th 7 Street. The break caused the temporary closure of both Lincoln Boulevard and Colorado Avenue, which impacted over 4,000 vehicles each peak period hour as well as nearby businesses and residents during the busy holiday period. 1 Crews from the City’s Utilities Division responded quickly, closing valves to isolate the break and completing the necessary temporary repairs to the ruptured water main. The City’s Utilities Division installed temporary water services above ground to adjacent businesses affected by the water main break. Once the temporary repairs were completed, the intersection was partially opened to through traffic on Lincoln Boulevard, which was still restricted to one lane in each direction. Traffic on Colorado Avenue had to be detoured around the intersection due to structural damage to the pavement on Colorado Avenue. Despite closure of portions of Lincoln Boulevard and Colorado Avenue, access to adjacent businesses was not greatly impacted due to the existence of adjacent alleys and secondary driveways. Permanent restoration work began on Thursday January 8, 2004 by a contractor then engaged on another contract for the City, Majich Bros., Inc. Work included replacing portions of the cast iron water main starting at the east end of the Colorado and Lincoln th intersection and going west towards 7 Street. At the same time the City’s current paving contractor, Security Paving Company, began pavement restoration work on the th south half of Colorado Ave between Lincoln Boulevard and 7 Street. The water main and street restoration work proceeded simultaneously with the City’s Civil Engineering & Architecture Division coordinating, phasing, and monitoring the work of the various contractors and design consultants to ensure that the work was complete as quickly as possible. All restoration work was completed and traffic fully restored through the intersection and on Colorado Avenue by January 28, less that three weeks after work started, and less than one month after the initial water main break. 2 The restoration work involved replacing the 12-inch cast iron water main with a new 12- inch ductile iron water main, installing additional valves, designing and reconstructing the intersection and a 100-feet section of Colorado Avenue west of the intersection in Portland Cement Concrete, replacing damaged traffic signal conduits, and reconfiguring some of the curb ramps and cross-walks for better accessibility. Discussion To expedite restoration of this major thoroughfare, the City Engineer issued work directives to contractors already engaged on other City projects with the agreement that the work would be reimbursed on the basis of time and material tracked in the field on a daily basis by the City’s inspectors and verified with backup documentation including material tickets, invoices, payroll records, equipment logs, and daily logs. It was further agreed that emergency change orders would be prepared and processed to reimburse the various contractors on the aforementioned basis once the final documentation was submitted to the City. Santa Monica Municipal Code Section 2.24.120, “Emergency purchases,” authorizes the City Manager to negotiate and execute contracts during emergencies. This section further requires that the City Manager report to Council at a regularly scheduled meeting the actions taken during an emergency. Therefore, staff recommends that Council affirm staff’s actions related to the repair of Lincoln Boulevard and Colorado Avenue related to the water main break. 3 Budget/Financial Impact Funds required for change orders to the following contracts: Contract 8198 – Security Paving Company $280,000 Contract 8297 – Majich Bros., Inc. $ 41,000 Contract 8199 – Caltrop Engineering $ 35,000 New P.O. – Dynalectric $ 35,400 TOTAL: $391,400 Funds are available in the following accounts: C25013604.589000 “Water Main Replacement” $291,400 C01015201.589000 “Street Repair/Resurfacing” $100,000 Total Available: $391,400 Recommendation st Staff recommends that the City Council affirm expenditures for the January 1 water main break at the intersection of Lincoln Boulevard and Colorado Avenue.
