SR-205-004 (4) Purch:DH:RAH: F:\FINANCE\PURCH\STFRPTS\SRBD2861.DOC Council Meeting: December 9, 2003 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Recommendation to Reject Bid to Furnish and Deliver One Dump Truck, Bid #2861 Introduction This report recommends rejection of bid to furnish and deliver one dump truck for the Street Maintenance Division, Environmental & Public Works Management Department. Background The intended use of this vehicle by Street Maintenance personnel will be to haul concrete and asphalt to and from various work locations within the City. It will replace a 1991 dump truck which is no longer cost effective to maintain and is part of the Vehicle Replacement Program. Discussion In response to published Notices Inviting Bids (published August 2 and 7, 2003) in accordance with City specifications, bids were received and publicly opened and read on September 8, 2003. Proposal forms were sent to forty vendors and notices were advertised in accordance with City Charter and Municipal Code provisions. One proposal was received as follows: 1 VENDOR AMOUNT Los Angeles Freightliner $134,230.00 As is our practice, in order to ensure fair and open competition, staff will re-evaluate bid specifications, research the open market for other possible bidders, and return to Council for award at the appropriate time. Budget/Financial Impact There is no budget or financial impact at this time. Recommendation It is recommended that the City Council reject Bid #2861 submitted by Los Angeles Freightliner and direct staff to research the open market for possible competitive bids.
