SUBJECT: Recommendation to Reject Proposals for Electronic Parking Meter
Mechanisms and Housings, Bid #2869
Introduction
This report recommends rejection of proposals to furnish electronic parking meter
mechanisms and housings.
Background
The City Council previously authorized and budgeted to replace and upgrade parking
meter equipment throughout the city.
Discussion
Five proposals were received on October 23, 2003, in response to published Notices
Inviting Proposals (published October 2 and 3, 2003). Because there was conflicting
information regarding parking meter housing materials in the specification and price
sheets, the price proposals of the bidders are not directly comparable. In order to
ensure fair and open competition, staff will re-evaluate specifications and reissue an
appropriately modified package for proposers and return to Council with an award of
contract in January 2004.

Budget/Financial Impact
There is no budget or financial impact at this time.
Recommendation
It is recommended that Council reject all proposals submitted in response to Request For
Proposals #2689 and direct staff to revise the specifications and reissue an appropriately
modified request for proposals.
