SUBJECT: Recommendation to Reject All Bids to Furnish and Deliver One New Self-
Propelled Curb And Gutter Machine, Bid #2806
Introduction
This report recommends rejection of all bids to furnish and deliver one new self-propelled
curb and gutter machine for the Street Maintenance Division, Environmental & Public
Works Management Department.
Background
In response to published Notices Inviting Bids (published September 3 and 7, 2000) in
accordance with City specifications, bids were received and publicly opened and read on
September 18, 2000. Proposal forms were mailed to eleven vendors and notices were
advertised in accordance with City Charter and Municipal Code provisions. Proposal
forms requested vendors to quote on six fuel sources, including compressed natural gas.
Two proposals for a diesel-powered, self-propelled curb and gutter machine were received
as follows:

Staff contacted the remaining vendors and found that nine of the vendors either did not
respond at all to the bid invitation or submitted No Bids. Two new potential vendors were

identified after the bid opening. In the best interest of the City, staff recommends that the
City Council reject all bids and staff be directed to research the open market for additional
competitive bids and rebid the item. This piece of automated equipment cuts gutters and
forms curbs and will be used for the City’s street and alley resurfacing projects. This
process is currently done manually by City staff.

The recommendation does not have a budget or financial impact.
Recommendation
It is recommended that the City Council reject the bids submitted by Terry Equipment, Inc.
and Nixon-Egli Equipment Company and staff be directed to research the open market for
additional competitive bids.
