SUBJECT: Recommendation to Award Bid to Furnish Rebuilt Exchange
Main and Side Broom Segments for Mobile Sweepers,
Bid #2257
Introduction
This report concerns award of bid to furnish rebui1 t exchange
main and side broom segments for mobile sweepers for the Fleet
Maintenance Division, General services Department, at specified
unit prices, including applicable sales tax, and two one-year
renewal options.
Background
In response to published Notices Inviting Bids (published
September 26 and 27, 1989) to furnish rebuilt exchange main and
side broom segments for mobile sweepers in accordance with city
specifications, bids were received and publicly opened and read
on October 26, 1989. Proposal forms were mailed to five vendors
and notices were advertised in accordance with city Charter and
Municipal Code provisions. One proposal was received as follows:

In October 1986, staff bid this requirement and received bids
from commercial Broom Winding and San Diego Rotary Broom Co. (low
bidder). Staff tried to contact Commercial Broom Winding Co. and
found they are no longer in business.
staff also contacted the remaining three "no bid" vendors and
determined that they no longer provide these services.
staff has evaluated the low bid and finds that it meets city
specifications. In 1986, requested services cost the following:
Main Broom - $145.91; Side Broom w/core - $46.86. The increase
over a three year period is within reasonable price inflations.
Budget/Financial Impact
As the materials are purchased, they will be expensed against
availab1e FY 1989/90 appropriation Authority, account number
01-500-461-00000-2292-00000, in the Fleet Maintenance Division,
General Services Department.
Recommendation
It is recommended that the award of Bid #2257 be made to San
Diego Rotary Broom Co. at specified unit prices, including
applicable tax, and two one-year renewal options, as the lowest
and best bidder.
