Award of bid to provide onboard hydraulic system upgrades to thirty-six NABI LNG
buses for the Big Blue Bus to Delafield Fluid Technologies in the total amount of
$146,628, including applicable sales tax.
Discussion
Backqround
The City of Santa Monica Big Blue Bus has a fleet of thirty-six LNG buses that require
an upgrade to the onboard hydraulic system. The high pressure lines in this system are
poorly routed and are subject to high stress, consequently causing leaks and damage to
fluid lines.

Vendor Selection
In January 2006, the City published Notices Inviting Bids to provide onboard hydraulic
system upgrades to thirty-six NABI LNG buses for the Big Blue Bus in accordance with
City specifications. Bids were received and publicly opened and read on March 1,
2006. Bid forms were mailed to twenty-six vendors and notices were advertised In
accordance with City Charter and Municipal Code provisions. Two bids were received
as follows:

Bids were evaluated based on competitive pricing, estimated turn around time, and
responsiveness to bid requirements. Based upon these criteria, Delafield Fluid
Technologies is the best company to provide the required services.

Budget authority for this purchase is in the Capital Improvement Budget account
number C410106.589000, "Bus Component Replacement Program".
