Executive Summary Award of bid to provide annual certification, testing, and maintenance of underground storage tank systems at various locations within the City to SunWest Engineering Constructors at specific unit prices plus applicable sales tax. The locations within the City include Fire stations #1, #2, #3, and #5, Public Safety Facility, Corporate Yards, and Big Blue Bus. The bid award is for a two year period with one additional one-year renewal option. The total estimated expenditure for the three year term is $133,500. Discussion Backaround The City owns and operates underground storage tanks at various locations within the City which store gasoline and diesel for dispensing operations in addition to supplying 1 fuel to emergency generators. These tank systems are subject to annual testing and certification of the electronic monitoring equipment and vapor recovery performance testing as required by regulations adopted by the State Water Resources Control Board and the South Coast Air Quality Management District. In addition, the selected vendor will also provide services associated with maintenance and repair of system components. As stated in the bid, the selected contractor will not only satisfy the regulatory requirement for the operation of each tank system, but also assist the Environmental Programs Division to ensure the City's tanks are maintained in a manner that will serve as an example for other tank owners and operators within the City. Vendor Selection In October 2005, the City published Notices Inviting Bids to provide annual certification, testing, and maintenance of underground storage tank systems in accordance with City specifications. Bids were received and publicly opened and read on November 10, 2005. Bid forms were mailed to forty-six vendors and notices were advertised in accordance with City Charter and Municipal Code provisions. Six bids were received and evaluated by City staff. Bids were evaluated based on competitive pricing, annual usage, responsiveness to bid requirements, and references. Based upon these criteria, SunWest Engineering Constructors is the best company to provide the required services. While Tank 2 Specialists of California was lower in price, the City was not satisfied with their implementation of the previous award for this scope of services, specifically, the administration, coordination and follow-through of necessary maintenance and repair of City-owned tank systems which resulted in the City cancelling their services. Dialysis North was also lower in price but they provided an incomplete bid. Budget/Financial Impact Since Fiscal Year 2005/2006 has begun, the estimated expenditure for the remainder of the fiscal year will be $11,125.
