SUBJECT: Award Bid to Provide Various Cleaning Services at the Bus Yard, Bid #2893
Introduction
This report recommends award of bid to provide various cleaning services at the bus yard
for the Big Blue Bus Department at specified labor rates, with two one-year renewal
options. The estimated annual expenditure is $100,000.
Background
The Big Blue Bus is a 24 hour / 7 days a week operation and requires day-to-day
professional yard maintenance services which include cleaning of the parking lot, repair
shop, fuel island, bus wash, and warehouse.
Discussion
In September 2005, the City published Notices Inviting Bids to provide various cleaning
services at the bus yard in accordance with City specifications. Bids were received and
publicly opened and read on October 4, 2005. Bid forms were mailed to twenty-one
vendors and notices were advertised in accordance with City Charter and Municipal Code
provisions. Four bids were received and evaluated based on competitive pricing, annual

usage, responsiveness to bid requirements, and references. Based upon these criteria,
The Resource Collection is the most appropriate company to provide the required
services.
Staff has evaluated the bid submitted by The Resource Collection and finds that it meets
City specifications. The Resource Collection will comply with the Living Wage Ordinance
and has signed and submitted the Living Wage Certification.
Budget/Financial Impact
Funds in the amount of $62,000 are available in account 41651.555011 and in the amount
of $38,000 are available in account C410826.589000, “Facility Upgrades & Renovation”.
Budget authority for the subsequent years will be included in each annual proposed City
budget.
Recommendation
It is recommended that the award of Bid #2893 be made to The Resource Collection as the
best bidder, at specified labor rates, with two one-year renewal options.
