SUBJECT: Award Bid to Furnish and Deliver Transit Coach Brake Reline Kits, Bid #2881
Introduction
This report recommends award of bid to furnish and deliver transit coach brake reline kits
for the Big Blue Bus Department at specified unit prices, plus applicable sales tax, with two
one-year renewal options. The estimated annual expenditure is $200,000.
Backqround
Brake kits will be used to perform routine maintenance on the Fleet's transit coaches per
U.S. Department of Transportation passenger safety requirements. The kits are purchased
on an as-needed basis throughout the year.
Discussion
In December 2004, the City published Notices Inviting Bids to furnish and deliver transit
coach brake reline kits in accordance with City specifications. Bids were received and
publicly opened and read on January 31,2005. Bid forms were mailed to sixteen vendors
and notices were advertised in accordance with City Charter and Municipal Code
provisions. Two bids were received as shown in Attachment A; however, the bid from
NABllnc. was non-responsive. NABllnc. submitted prices for only two of the eight items

requested. American Moving Parts submitted prices for all items requested. Splitting the
bid between the two vendors would not have resulted in lower prices.
Staff has evaluated the bid submitted by American Moving Parts and finds that it meets
City specifications.
Budqet/Financiallmpact
Brake reline kits purchased through this bid are recorded in an inventory account. As kits
are drawn out of inventory, they are expensed against the appropriate line item account in
the Big Blue Bus fund. There is sufficient budget authority in the Big Blue Bus fund in this
year's budget to cover the cost of these replacement parts. Budget authority for the
subsequent years will be included in each annual proposed City budget.
Recommendation
It is recommended that City Council:
1. Reject the bid submitted by NABI, Inc.; and
2. The award of Bid #2881 be made to American Moving Parts at specified unit prices,
plus applicable sales tax, with two-one-year renewal options, as the best bidder.
