SUBJECT: Award Bid to Furnish and Deliver One Sewer Jetter, Bid #2860
Introduction
This report recommends award of bid to furnish and deliver one sewer jetter for the
Water Division, Environmental & Public Works Management Department, in the total
amount of $176,019.10, including applicable sales tax.
Background
The compressed natural gas (CNG) powered sewer jetter will be used by Water/Waste
Water personnel to remove tree roots and clean sewers. It will replace a 1994 sewer
jetter which is no longer cost effective to maintain and is part of the Vehicle
Replacement Program. The current sewer jetter has become unreliable and needs
repair.
Discussion
In response to published Notices Inviting Bids (published July 24 and 25, 2003) in
accordance with City specifications, bids were received and publicly opened and read
on August 28, 2003. Proposal forms were sent to thirty-five vendors and notices were
advertised in accordance with City Charter and Municipal Code provisions. Three

proposals were received as follows:

The bid submitted by Sewer Equipment Company does not meet City specifications in
several critical areas as follows:

Water Tank – Their vehicle offers a water tank constructed of welded
duraprolene which is black in color. The specification calls for the water tank to
be constructed of non-corrosive, non-metallic, cross-linked polyethylene that is
see-through. This is to eliminate rust and ensure longevity. A clear tank will
allow the driver to see the water level, which is crucial in operation of the tree
root-cutting machine to maintain cutting operation.

High Pressure Water Pump – Their vehicle offers a 2000-PSI high-pressure
water pump. The specification calls for 3000-PSI because a jetter with a pump
rated at 3000-PSI allows more efficient use of water. Water will be conserved in
the use of the tree root-cutting machine and the added pressure allows the
cleaning blades to turn faster, ensuring more efficient cutting action to remove
lateral tree root intrusion into City main lines. The 3000-PSI also allows more
water pressure to clean the inside walls of sewer pipes.

Manhole Cleaning Water System – Their vehicle offers 2000-PSI and the
specification calls for 3000-PSI working pressure for the same reason as the

water pump.
The bid submitted by Pacific Utility Equipment does not meet City specifications in
several critical areas as follows:

Cab to Axle Length – Their vehicle offers 166” cab to axle length. The
specification calls for the cab to axle length to be 138” for better maneuverability.
The extra length of 28” would limit the use of this vehicle in city alleys which is
crucial in preventive maintenance cleaning operations and to prevent sewer back
ups.

CNG Fueling Port – Their vehicle has one filling port on the right side. The
specification requires a front filling port because it is necessary for the vehicle to
slow fill overnight at our slow fill station. Slow filling the vehicle decreases fuel
temperature and allows more fuel to be stored in the vehicle, which enables the
vehicle to get through the day on one tank of fuel.

Water Tank – Their vehicle offers black water tanks. The specification calls for
the water tanks to be see-through, allowing the operator to view the water level.
Staff has evaluated the bid submitted by Municipal Maintenance Equipment for one
CNG powered sewer jetter and finds that it meets City specifications. The purchase of
these CNG powered sewer jetter from Municipal Maintenance Equipment is consistent
with the City’s reduced emissions fuel policy.

Budget/Financial Impact
Budget authority for this purchase is in the Capital Improvement Budget account
number C54016703.589100, “Fleet Vehicles Replacement Program”.
Recommendation
It is recommended that City Council:
1. Reject the bids submitted by Sewer Equipment Company and Pacific Utility
Equipment; and
2. The award of Bid #2860 be made to Municipal Maintenance Equipment as the
best bidder for one CNG powered sewer jetter, in the total amount of
$176,019.10, including applicable sales tax.
