SR-205-003 (592) Purch:DH:RAH: F:\FINANCE\PURCH\STFRPTS\SRBD2852.DOC Council Meeting: January 14, 2003 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Award Bid #2852 and Authorize the City Manager to Execute a Contract for Custodial Services Introduction This report recommends award of bid and authorization for the City Manager to execute a three-year contract to provide custodial services at the Santa Monica Pier for the Economic Development Division, Resource Management Department, at specified yearly prices per Attachment A, with two additional one-year renewal options. Estimated annual expenditure is $174,436.00. Background Because of limited staff resources, the City currently contracts for custodial services at the Santa Monica Pier, paid for by the Pier Fund. The vendor is to continue these services for the Santa Monica Pier, including the carousel building, as required by the Pier Maintenance Supervisor. Work to be performed consists of janitorial, window and floor services. The vendor will coordinate with the Pier Maintenance Supervisor and other City staff to insure the most appropriate care and maintenance of the Santa Monica Pier facilities. 1 Discussion In response to published Notices Inviting Bids (published October 11 and 12, 2002) in accordance with City specifications, bids were received and publicly opened and read on November 18, 2002. Proposal forms were mailed to ten vendors and notices were advertised in accordance with City Charter and Municipal Code provisions. Eight proposals were received per Attachment A. Vendor proposals were evaluated on several factors including experience, ability to meet the specific needs of the City, the vendor's quality control and training programs, the terms under which health insurance benefits are provided to vendor employees, and the price proposed by the vendor for the service. The low bidder, Natural Building Maintenance Corp., has formally retracted their bid after realizing they had made an error in their pricing. Staff has evaluated the bid submitted by L.A. Cha Maintenance Company, the second lowest bidder, and finds that it meets City specifications. L.A. Cha Maintenance pays custodial supervisors $13.50 per hour and custodians $12.50 per hour. This higher pay rate is in lieu of health insurance coverage. Budget/Financial Impact The annual impact on the Pier Fund is estimated to be $174,436 for the life of the contract. Fiscal year 02/03 budget authority is in the Economic Development Division, Resource Management Department, account number 30625.555010. 2 Recommendation It is recommended that City Council award Bid #2852 to L.A. Cha Maintenance Company at specified prices, and authorize the City Manager to execute a three-year contract with them for the custodial services, including two additional one-year renewal options.
