SR-205-003 (589) Purch:DH:RAH: F:\FINANCE\PURCH\STFRPTS\SRBD2826.DOC Council Meeting: March 27, 2001 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Recommendation to Award Bid to Furnish and Deliver Two 90-Cubic yard Trailers, Bid #2826 Introduction This report recommends award of bid to furnish and deliver two 90-cubic yard trailers for the Solid Waste Management Division, Environmental & Public Works Management Department, in the total amount of $161,982.76, including applicable sales tax. Background The two gasoline-powered trailers will be used by Solid Waste Management personnel to transport refuse to various landfill sites. They will replace a 1990 and a 1991 transfer trailer which are no longer cost effective to maintain and are part of the Vehicle Replacement Program. Discussion In response to published Notices Inviting Bids (published December 22 and 24, 2000) in accordance with City specifications, bids were received and publicly opened and read on February 8, 2001. Proposal forms were mailed to twenty-one vendors and notices were 1 advertised in accordance with City Charter and Municipal Code provisions. Proposal forms requested vendors to quote on six fuel sources, including Compressed Natural Gas (CNG). One proposal was received as follows: VENDOR PRICE Compaction Control Industries, Inc. $161,982.76 Staff has evaluated the bid submitted by Compaction Control Industries, Inc. for gasoline- powered 90-cubic yard trailers and finds that it meets City specifications. The design of the trailers required is unique and must be compatible with trash compactors currently in use. Staff conducted various attempts to encourage all twenty-one bidders to submit bids by providing opportunities to have their specifications reviewed and approved, as well as extending the bid closing date. Nine vendors submitted the “no bid” form, stating that they cannot meet City specifications. The remaining eleven vendors chose not to respond. The purchase of these gasoline-powered trailers from Compaction Control Industries, Inc. is consistent with the City’s reduced emissions fuel policy. There is no California Air Resources Board (CARB) approved conversion kit available for the trailers at this time, and there is no estimate of when a CARB approved conversion kit will be available to convert the trailers to CNG. 2 Budget/Financial Impact Budget authority for this purchase is in the Capital Improvement Budget account numbers C54016700.589000 and C54016701.589000, “Fleet Vehicles Replacement Program”; $80,991.38 being charged to each account. Recommendation It is recommended that City Council award Bid #2826 to Compaction Control Industries, Inc. in the total amount of $161,982.76, including applicable sales tax, as the best bidder.
