Introduction
This report concerns award or bid for hot and cold asphalt~c
concrete m~xes at the unit pr~ces bid for the period March I, 1982
through February 28, 1983. Funds for this purchase are available
in account 01-500-421-000-414 (Street Haintenance) subject to budget
availability ~n supplies and expense category
Background
In response to published Notice Inviting Bids to furnish and
deliver hot and cold asphaltic concrete mixes in accordance with
City specifications, bids were received and publicly opened and
read on January 28, 1982. Proposal forms were mailed to eleven
vendors and notices were advertised in accordance with City
Charter and Municipal Code provisions One responsive proposal
was received as follows
Item #1 Approx 1200 tons
- D-2 Hot mix, de1~vered $25.75/Ton
F.O.B Ing1ewood Plant $22.87/Ton
ITEM #11 Approx 3500 tons - C-1 Hot mix, delivered $25 D8/Ton
F,O.B. 1ng1ewood Plant $22.20/Ton
ITEM #111 Approx 3000 tons - C-2 Cold mix, delivered $25.08/Ton
F.O.B Ing1ewood Plant $22.20/Ton
ITEM if IV Approx 1000 tons - Cold stock mix , delivered $26. 58/Ton
FOB. Ing1ewood Plant $23 70/Ton
Historically there has been only one or two bidders on
these types of materials because of the location of the plant site
The responsive vendor's plant is closest to Santa Monica of all
known vendors. This results in lower transportation cost when
the City has materials delivered and when the City ~icks up the
materials.
Reconrrnendation
It is recommended that the award be made to Blue Diamond Materials,
Long Beach, California, at the amount bid for the period March I --N
1, 1982 through February 28, ~ as the lowest and best bidder ~
