Introductlon
ThlS report advlses the Clty Councll on the status of the
Washlngton Avenue traffic dlverters, Staff's contact wlth
area resldents, and recommended actlons.
Background
At the October 27, 1981, Cauncll meetlng there was a publlC
hear1ng regard1ng the permanent lnstallatlon of the traff1c
dlverters on Washlngton Avenue located at 20th and 26th Streets.
Cauncll dlrected Staff to keep the temporary barrlers 1n place
pendlng the outcome of the Callfornla Supreme Court's dec1s1on
as to whether or not trafflC dlverters are traffic control devlces
and a trafflc control progra~ for the whole nelghborhood.
No declSlon has been made by the Cal1fornla Supreme Court. Staff
has been worklng wlth resldents of Cal1fornla Avenue to mit1gate
thelr trafflc problems. Staff's analysls of the trafflc flow
problems on Callfornla lndlcates they are attr1buted to the
physical locatlon of the street belng closest to Wllshlre Boulevard
not the trafflc dlverters on Washlngton Avenue. The resldents on
Callfornla Avenue and Staff concur a survey should be conducted ta
determlne the acceptance of trafflc dlverters before the lmplemen-
tatlon of a trafflc management plan for the whole nelghborhood.
Recommendatlon
It 1S recommended Clty Councll lnstruct Staff to survey the resldents
wlthln the area bounded by Montana Avenue, Wllshire Boulevard, 20th
and 26th Streets and report back to Caunell by the 1st meetlng In Apr1l.
