Introduction
This report concerns award of bid for the repair of and rebuilding
of automotive starters, generators and regulators at the hourly
rates and for parts as needed as quoted for the period May 1, 1982
through April 30, 1983
Background
In response to published Notice Inviting Bids dated 3-29-82 to furnish
~epair and rebuilding services in accordance w~th City specifications,
bids were received and publicly opened and read on April 13, 1982.
Proposal forms were mailed to twenty-five vendors and notices were
advert~sed in accordance with City Charter and Municipal Code
provlslons. One proposal was received from George Y. Ozawa at
the rate of $15.00 per hour, wlth dlscounts from parts list prices
ranging from 40% to 50%. The fact that Mr. Ozawa owns and
operates one of the most efficient of such serVlce organizations
in our area probably accounts for the fact that none of the other
bidders solicited chose to compete. Mr. Ozawa's firm is a
Minority Business Enterprise.
Reconnnendation
It is recommended that the award be made to George Ozawa Generator
and Starter, Culver City at the hourly rates and dlscounts offered
for the period May I, 1982 through April 3D, 1983 as the lowest
and best bidder.
