Background
In response to published Notice Inv~ting Bids (published 4-27-82)
to furnish reupholstering services in accordance with City specifications,
bids were received and publicly opened and read on May 13, 1982.
Proposal forms were mailed to ten vendors and notices were advertised
in accordance with City Charter and Municipal Code provisions. Four
proposals were received as shown on the attached schedule
The relat~vely small size of the lowest bidder's operation is such
that the~r capacity is sometimes taxed by the amount
of work that the Transportat~on Department needs. The second lowest
bidder is of approximately the same size. It has been the exper~ence
of the City through the use of both of these vendors via the informal
purchasing process that their combined capacity is sufficient to
satisfy the City's needs.

Recommendation
It is recommended that the award be made to Ye Old Upholstery Shoppe,
MBE, Santa Monica, California, and Marina Auto Upholstery, Ven~ce,
California, at the amounts bid for the period July 1, 1982 through
June 30, 1983 as the lowest and best bidders.
