SUBJECT: Recommendation to Reject the Bid to Furnish and Deliver
Treated Lumber, Bid #2100
Introduction
This report concerns rejection of the bid to furnish and deliver
treated lumber for the pier Management Division of the General
services Department.
Background
In response to published Notices Inviting Bids (published March
2,3, 1987) to furnish and deliver treated lumber in accordance
with city specifications, bids were received and publicly opened
and read on March 17, 1987. Proposal forms were mailed to nine
vendors and notices were advertised in accordance with City
Charter and Municipal Code provisions. One proposal was received
as follows:

$24,119.59
six of the "no bidll vendors did not want to submit the required
bid bond because their companies are small and do not have funds
to cover bidder's bonds. In addition, they indicated that their
other customers do not require bid bonds. Two vendors indicated
their prices would not be competitive against the

larger lumber

distributors. Another vendor no longer bids municipalities and
verbally requested to be removed from the City's bid list.
staff wishes to rebid the treated lumber requirement once it has
had an opportunity to explore revising the city's bid bond re-
quirement for smaller vendors and to expand the list of bidders.
Recommendation
It is recommended that Bid #2100 from Southland Lumber and Supply
Co. Inc. be rejected and staff be directed to rebid the treated
lumber as specified.
