SUBJECT: Recommendation to Award Bid to Furnish and Deliver Dry
Caustic Soda, Bid #2108
Introduction
This report concerns award of bid to furnish and deliver dry
caustic soda for the Water Division, General Services Department
per specified unit prices plus applicable sales tax including a
one year renewal option.
Background
In response to published Notices Inviting Bids (published April
16,17, 1987) to furnish and deliver dry caustic soda in accor-
dance with City specifications, bids were received and publicly
opened and read on April 28, 1987. Proposal forms were mailed to
four vendors and notices were advertised in accordance with city
Charter and Municipal Code provisions. One proposal was received
as follows:
VAN WATERS AND ROGERS - $169.60jPER TON
Dry caustic soda is used for the City's standard pH adjustment
procedure. It raises the pH level and makes the water more alka-
line to eliminate concrete errosion which would damage the water
mains.
One vendor who competed in previous bids for this product has
since merged its chemical division with Van Waters and Rogers.

Another uno bidll vendor indicated to staff they intended to bid
but failed to do so because their supplier was unable to offer
them competitive prices.
In 1986, McKesson Chemical Company was awarded a similar bid at
$178.50 per ton. The cost savings on the 1987 quoted price as
opposed to the 1986 bid is $8.90 per ton. Staff has evaluated
the bid from Van Waters and Rogers and finds that it meets our
specifications and is below the estimated budget figure for fis-
cal year 1986/87.
Budgetary/Financial, Impact
Fiscal Year 1986/87 appropriation authority for this purchase is
in the Water Division, General Services Department, account num-
ber 25-500-671-000-501. For the period July 1, 1987 thru May 31,
1988, appropriation authority will be as set forth in the Fiscal
Year 1987/88 budget.
Recommendation
It is recommended that the award of Bid #2108 be made to Van
Waters and Rogers per specified unit prices plus applicable sales
tax including a one year renewal option, as the lowest and best
bidder.
