Ba,ckground In response to published Notices Inviting Bids (published May 23, 25, 1987) to provide labor to repair damaged transit coaches in accordance with City specifications, bids were received and publicly opened and read on June 4, 1987. Proposal forms were mailed to three vendors and notices were advertised in accordance with city Charter and Municipal Code provisions. Two proposals were received as follows: COMPANY LABOR PER HOUR CINEDYNE INC. $20.00 $20.00 JM BUS BODY REPAIR t..z:. JUN 2 3 1987 - 1 - e e The work involves the ability to pick-up/deliver and provide labor to repair and repaint accident damaged transit coaches to meet original equipment manufacture standards. Santa Monica Bus Lines will supply all the replacement parts. The Transportation staff will monitor and audit all repair costs submitted by the vendor. Both bidders have bid the same labor rate. Staff has evaluated the bid based on the quality and level of performance. Cinedyne Inc. was awarded the contract in 1986 and has repaired and repainted over twenty-five (25) Santa Monica buses. Each bus has been inspected and the quality of workmanship was excellent. In addition, they are the GM authorized warranty repair center for our new buses. They have performed maj or floor and roof body repair under warranty provisions for GM of Canada. JM Bus Body Repair had the contract in 1985 and took an excessive amount of time to complete each bus. The quality of their work was not satisfactory. staff feels that cinedyne Inc. is the lowest and best bidder and can provide the level of quality and performance required by the City. BUdgetary/Financial Impact Fiscal Year 1986/87 appropriation authority for this purchase is in the Transportation Department, account number 41-600-657-000- 304. Fiscal Year 1987/88 appropriation authority is set forth in the proposed FY 1987/88 city budget. - 2 - e e Recommendation It is recommended that the award of Bid #2115 be made to Cine- dyne Inc., as the lowest and best bidder per specified unit prices plus applicable sales tax and a one year renewal option.
