Background In response to published Notices Inviting Bids (published May 9, 11, 1987) to furnish, deliver, and install thermoplastic pavement markings in accordance with city specifications, bids were received and publicly opened and read on May 21, 1987. Proposal forms were mailed to three vendors and notices were advertised in accordance with City Charter and Municipal Code provisions. One proposal was received as follows: STERNDAHL ENTERPRISES INC. $2.75 SQ. FT. Thermoplastic pavement marking is a specialized service. The vendors that did not bid this requirement were contacted as to why they did not respond. One vendor indicated that they are unable to handle jobs outside of Northern California. The other vendor stated that they did not have time to bid because of other proj ects / however, if the requirement were resubmitted, they would bid. ,.~ JUN 23 1987 - 1 - The Traffic Operations Division does not have the equipment or personnel to perform this type of work. sterndahl Enterprises has been the sole bidder of this require- ment for the City of Santa Monica since 1985. Staff has con- tacted other municipalities concerning their resources for ther- moplastic pavement markings. Of the municipalities which con- tract for this service, it was confirmed that Sterndahl Enter- prises has been the sole bidder and awardee. staff has received another request for this specialized service from the Transportation Department. Staff would like to combine the requests of the Traffic operations Division and Transporta- tion Department and rebid this requirement. staff will continue efforts to find qualified bidders for this need.
