21,22, 1986) to furnlsh an annual contract for monthly maln-
tenance of heatlng, ventilatlng and a~r condition~ng systems ~n
accordance with City speclficatlons, b~ds were rece~ved and
publ~cly opened and read on February 4, 1986. Proposal forms
were mailed to seventeen vendors and not~ces were advertised ~n
