Th~s report concerns award of bl.d to furnish and deliver one new
and unused 3/4 ton cab and chassis with spec~al bin handling unl.t
for the Waste Collect1on/Dlsposal Dl.V1Sion of the General Ser-
vlces Department in the total amount of $21,939, lncluding ap-
plicable sales tax.

In response to published Notices Inv~tlng Bids (published January
18 and 19, 1986) to furnl.sh and dellver one new and unused 3/4
ton cab and chassis with special b~n handling un~t in accordance
with City spec1fl.cations, blds were rece~ved and publlCly opened
and read on February 18, 1986. Proposal forms were mailed to
thlrty-seven vendors and not~ces were advertlsed ln accordance
with City Charter and MUnl.C1pal Code prOVl.Slons. One proposal
was recelved as follows:

Bid was or1g1nally reJected by CounCll on December 10, 1985 due
to one proposal submitted for $21,087. The bid llst was in-
creased from eleven to thirty-seven vendors. As a result of sur-
vey~ng five vendors who did not submlt blds,lt was confirmed that
thelr reasons for not bldd~ng were as follows:
1. "do not carry thlS Cab and Chassis that meets the
specif1catlons."
2. "do not have the fac11~ty and personnel to construct the spe-
cial b1n handl~ng unlt as speclf1ed."
3. "can't provlde thlS Slze truck."
4. "the demand 1S not great enough to incur the add~tlonal costs
1nvolved in biddlng th1S type of equipment."
S. "do not carry that size truck."
Another comment by several dealers is an obJectlon to tying up
thelr capltal in the coordlnat1on of the chass1s and the purchase
of the body from a separate source.
The b~d is below the staff budget estlmate. Therefore staff
recommends that the bld should be awarded to Claude Short Dodge.
BUdgetary/F1nancial Impact
Fiscal Year 1985/86 appropriat1on author~ty for thlS purchase is
in the Waste Collectlon/Disposal Div1s1on, General Department,
account number 27-500-441-000-806.

Fecommendatlon
It is recommended that the award of Bld #2029 be made to
Claude Short Dodge ln the total amount of $21,939.00, including
tax, as the lowest and best bidder.
