System for the Santa Monica Municipal Bus Lines, Bid
Number 2119
INTRODUCTION
This report concerns award of bid number 2119 to replace a two-
way radio system for the santa Monica Bus Lines in the total
amount of $737/487.37 including applicable sales tax.
BACKGROUND
Two-way radios are currently installed in all buses operated by
the Municipal Bus Lines. As part of the FY 1986-87 budget I the
Municipal Bus Lines proposed replacement of the existing two-way
radio system, originally purchased in 1977.
This replacement
includes installation of new radios in 149 buses and 10 super-
visory vehiclesl plus 17 radios to be used as spares; furnishing
nevi radio consoles in the dispatch and maintenance areas; and
replacement of the Bus Lines 1 base station/transmitter.

In response to published Notices Inviting Bids (published July 10
and 11, 19B7) to replace the two-way radio system, bids were
received and publicly opened and read on August 13, 1987. Pro-
posal forms were mailed to three manufacturers and notices were
advertised in accordance with City Charter and Municipal Code
provisions. Specifications were mailed to the vendors on July
10, 1987. The bid opening date was scheduled for August 13,
1987, to allow all bidders sufficient time to question the
specifications or to request clarification for equivalent two-way
radio systems. One proposal was received from Motorola Communi-
cations and Electronics Inc., in the amount of $657,075.37. In
addition, as part of the bid, manufacturers were asked to furnish
a price to extend the normal one year warranty to three years.
Motorola proposed to extend its warranty for an additional
$80,412.00. Under the terms of the bid, the radio system will be
delivered and installed within nine months. As part of its bid,
Motorola indicates that participation by DBE and WBE firms will
represent 13.4% of the total contract.
Due to the receipt of a single bid, City staff examined recent
bids submitted to San Diego and Long Beach for similar systems.
The results of this survey indicate that the prices quoted by
Motorola Inc. are favorable to the city. In addition, the
Municipal Bus Lines has had experience with Motorola equipment
since 1977 and has been satisfied with its operation. staff has
found Motorola's submission to be compliant with the terms and
conditions of the city's bid number 2119.

BUDGETARY/FINANCIAL IMPACT
State Transportation Development Act (TDA) funds, in the amount
of $825,000 have been approved for this project. The appropri-
ation was included in the Municipal Bus Line's FY 1986-87 capital
Improvement Program, in account #41-750-658-000-917.
These
unspent FY 1986-87 funds were reappropriated in this account for
FY 1987-88.
RECOMMENDATION
Staff recommends that the award of bid number 2119 be made to
Motorola Communications and Electronics Inc. in the total amount
of $737,487.37, which includes $657,075.37 for the two-way radio
system with the standard one-year warranty, plus an extended
warranty for two additional years at $80,412.
