Co....t.-' DEe 8 1981 GS:SES:DA - 12/01/87 Council Meeting: December 8J 1987 z~-o<03 Santa Monica, California TO: Mayor and city Council FROM: city staff SUBJECT: Recommendation to Reject Bids for construction of Improvements to Parking structure No. 5 Introduction This report requests that the City Council reject bids for the construction of improvements to Parking structure No. 5 located at 1440 4th street and authorize staff to redesign and readvertise the project. Background On August 12, 1986, the city council approved The Third Street Mall Specific Plan which includes revitalizing The Mall area through implementation of design standards, an operation and maintenance program, upgrading and expanding the downtown parking structures and a financing program. As part of Phase I of the Plan, Parking structure No. 5 located at 1440 Fourth street is to be expanded to provide 300 new parking spaces and commerciall retail space on the ground floor along Fourth street. At the October 14, 1986 meeting the City Council awarded a contract to Theodore Anvick Structural Engineers to design and prepare plans and specifications for the remodel and expansion of Parking structure No.5. Inc. $6,490,000 City Engineer's Estimate: $3,000,000.00 The low bid by S . A. B. I et Sons Electrique Co. is for electrical work only and is in non-compliance with the bid requirements. Due to the difference in the amount of the bids and in the funds available for the project, Staff is recommending that all bids be rejected and the project be readvertised fOllowing some revisions to the design. The revisions will be of a structural nature and should result in reduced costs. It is estimated that redesign and readvertisement of this project will result in a two and one-half month delay in the award of the contract. Staff will schedule construction around next year's holiday season so as to minimize any impact in the downtown area. Recommendations It is recommended that the city council reject all bids and authorize staff to redesign and readvertise the construction of improvements to Parking structure No. 5 located at 1440 Fourth Street.
