ThlS report corcerns award of bld to furrlsh ard dellver reblrd-
lrg of llbrary books and penodlcals for the Library Department
as per the speclfled urlt prlces, plus appllcable sales tax.

In response to publlshed NotlCes Invltlrg Blds (publlshed June
9,10, 1986) to furrlsh and deliver reblrdlrg of llbrary books
and periodlcals lr accordance wlth Clty speclflcatlons, blds were
recelved and publicly opened and read or June 19, 1986. Proposal
forms were mal led to ter vendors and notlces were advertlsed in
accordance with Clty Charter and MlrlClpal Code provlslons. The
WMBE dlrectory dld not cortalr any flrms In the bookblrdlrg busi-
ness, therefore, blds were malled to ore mlnorlty recrultment
flrm. One proposal as recelved as follows:

Flve of the "no bidders stated they are only equlpped to hard1e
looseleaf b,rdlrg and not reblrd,ng of "bourd" books, contrary to
