SUBJECT: Recommendation to Award Bid to Furnish and Deliver
Three (3) Low Entry Cab and Chassis with 20-yard, High
Compression Rear Loading Bodies, Bid Number 2138
INTRODUCTION
This report concerns award of bid to furnish and deliver three
(3) low entry cab and chassis with 20-yard, high compression rear
loading bodies, for the Solid Waste Management Division of the
General Services Department in the total amount of $284,192.06
including applicable sales tax.
BACKGROUND
In response to published Notices Inviting Bids (published August
27 and 28, 1987) to furnish and deliver three (3) low entry cab
and chassis with 20-yard, high compression rear loading bodies,
in accordance with City specifications, bids were received and
publicly opened and read on September 151 1987.
Proposal forms
Were mailed to seven vendors and notices were advertised in
accordance with city Charter and Municipal Code provisions.

One other bid was received from Engs Motor Truck in the amount
of $280,022.58 which did not meet the specifications on the
cab and chassis and the rear loading body. Engs Motor's failure
to meet these specifications cannot be waived since the speci-
fications are critical to the City'S needs and, therefore, the
bid by Engs Motor is materially non-responsive and cannot be
considered.
The lowest and best bid from Refuse Truck, Inc. meets the
specifications and is within the budget.
BUDGETARY/FINANCIA? IMPACT
Fiscal Year 1987/88 appropriation authority for this purchase is
in the Capital Improvement Program budget, General Government
program category, account number 27-710-441-000-912.
RECOMMENDATION
It is recommended that the award of Bid #2138 be made to Refuse
Trucks, Inc. in the total amount of $284,192.06 including tax, as
the lowest and best bidder.
