SUBJECT: Recommendation to Award Bid to Furnish and Deliver
Parking Meters, Bid#2126
Introduction
This report concerns award of bid to furnish and deliver parking
meters for the Traffic Engineering Division, General Services
Department in the total amount of $323,122.92, including
applicable sales tax.
Background
In response to pUblished Notices Inviting Bids (published July
13, 14, 1987) to furnish and deliver parking meters in accordance
with city specifications, bids were received and publicly opened
and read on July 23, 1987. Proposal forms were mailed to three
vendors and notices were advertised in accordance with city
Charter and Municipal Code Provisions. Two proposals which met
the city's specifications were received as follows:

staff has evaluated the bids and finds that the bid from Duncan
Industries meets our specifications and is within the budget
estimate.

A non-responsive bid was received from American Transportation
Equipment, Inc. for $246,607.14. The bid specifications request
1,586 single parking meters. The American Transportation
Equipment, Inc. bid is for a central parking meter which controls
a multiple number of spaces in lieu of individual meters for
individual spaces as required in the specifications. Since this
bid is non-responsive, it may not be considered.
BUdgetary/Financial Impact
Fiscal Year 1987/88 appropriation authority for this purchase is
in the General Government Category of the Capital Improvement
budget, account number 01-770-415-000-904, "Parking Structure
Meters".
Recommendation
It is recommended that the award of Bid ~2126 be made to Duncan
Industries in the total amount of $323,122.92 including tax, as
the lowest and best bidder.
