SUBJECT: RECOMMENDATION TO AWARD BID FOR DUPLICATING PAPER
SUPPLIES FOR VARIOUS CITY DEPARTMENTS, BID *2032.
Introduct1on
ThlS report concerns award of bid for dupl~cat~ng paper supplies
for varlOUS Clty Departments at the un~t pr1ces b~d for the peri-
od from December 1, 1985 through November 30, 1986.
Background
In response to publlshed Notices Invit~ng Bids (published October
18, 19, 1985) to furnlsh and de11ver dupllcatlng paper supplies
ln accordance wlth C~ty speclflcatlons, blds were rece1ved and
publlCly opened and read on November 5, 1985. Proposal forms
were ma11ed to twenty-slx vendors and notices were advertised ln
accordance wlth Clty Charter and Munic~pal Code provislons. Flve
proposals were received as follows:

Kirk Paper Company is the only company that bld as per our
speclflcations. The speclflcatlons requlred the price to be
malntalned for a one year period of tlme from December 1, 1985
through November 30, 1986. All other blddders only offered a
flrm prlce untll March 1986. Therefore, staff recommends award-
lng ltems 1 through 8 to Klrk Paper Company. On ltems 9 through
20, the lowest and best blds are marked wlth an aster1sk.(*)

Staff recommends that the balance of the bld be spIlt among two
vendors: ltems 9 through 15 to Unlsource Corporatlon and items 16
through 20 to K~rk Paper Company as the lowest and best bLdders.
Several other blds were received but dld not comply wlth the
speclflcatlons. These b1dders either requ1red large shlpments to
be released at one time, or would not agree to hold their prlces
firm for more than 90 days. Because of our llmlted storage space
and the bldders fallure to submit flrm prlces for a one year
per10d of tlme, these blds could not be consldered.

Budgetary/F~nanC1al Impact
Flscal year 1985-86 appropr1at1on authorlty for this purchase 1S
~n the var10US USlng department's accounts. For the period of
July 1, 1986 through November 30, 1986 appropriatlon authorlty
wlll be set forth 1n the Fiscal Year 1986-87 budget for the
various uSlng departments.
Reconunendat~on
It 1S recommended that the award of B1d #2032 be spl~t award~ng
ltems 1 though 8 and 16 through 20 to K1rk Paper Company, Los
Angeles, Callforn~a and ~tems 9 through 15 to Unisource Corpora-
tlon, C1ty of Commerce, Cal1fornla as the lowest and best
bidders.
