Recommended Action
Staff recommends that the City Council award Bid #2912 to Positive Existence, Inc. for
printing of bus schedules as required by the Big Blue Bus.
Executive Summary
Award of bid for printing of bus schedules as required by the Big Blue Bus to Positive
Existence, Inc. at specified unit prices, plus applicable sales tax in an estimated annual
amount not to exceed $125,000. The bid award is for a one year period beginning
January 2007 without any renewal options.
Discussion
Backqrou nd
Bus schedules are one of the primary means of communication to customers on the
timetables and routes that the Big Blue Bus operates. They serve to inform customers
of stop locations, routes, timetables, transfer points, special holiday schedules, and fare

information. They are distributed at a variety of locations including public buildings,
community centers, schools and universities, and on-board the Big Blue Bus.
The bid specifications required that vendors submit bids for printing bus schedules
using recycled paper and soy or vegetable based inks. This requirement is in
compliance with the Sustainable City Plan.
Vendor Selection
In August 2006, the City published Notices Inviting Bids for printing of bus schedules in
accordance with City specifications. Bid forms were mailed to ninety vendors and
notices were advertised in accordance with City Charter and Municipal Code provisions.
Twenty bids were received and publicly opened on October 12, 2006 per Attachment A.
Bids were evaluated based on quality of work, technological equipment, competitive
pricing, vendor's experience, ability to execute the job, and delivery time. Based upon
these criteria, Positive Existence, Inc. is recommended as the best bidder.
Budqet/Financiallmpact
The estimated expenditure for the remainder of the fiscal year will be $62,500 and funds
are available in account 41643.54411 B, 160W, "Schedules-Printing". Budget authority
for July 1, 2007 through December 31, 2007 will be included in the FY 07/08 proposed
City budget.
